This is the second time that I have participated (in the meeting with the Cambodian press and media persons for 2025) […] We are celebrating the Cambodian Press and Media Gathering, coinciding with the World Press Freedom Day, of which Cambodia is a member, who adheres to the observances this profession, especially providing respect, encouragement, and the rights of the press and media to participate in the development of our nation […] The establishment of a policy and/or plan requires a firm grasp of the problem […] identifying the direction of the problem and receiving information back continuously and in a timely manner, for instance what are the impacts of the policy delivered so as to grasp whether we did it right? What would be the gaps? What else should we do to supplement? I thank everyone of you in the press and media professions for playing an important role in joining the government, putting forward solutions to the problem, and grasping the problem to help our nation and people […]

(2) Strengthening approach, ethics, and responsibility for information distributors is key to managing AI and technologies

With regard to the risks of AI […] it should be understood that AI (artificial intelligence) is a tool. AI itself cannot do harm to anything and/or anyone. It depends on the people who use it. So, it is still necessarily the human factor that determines it. Therefore, strengthening the approach, ethics, and responsibility of information distributors is still the key to managing these technologies […] In this regard, those of you in the press and media professions, which is recognized as the fourth estate, who are an important player in helping to prevent AI or technology from becoming a danger to society […] AI and other technology should only be increasing this estate to eb more powerful, faster, and more widely in accordance with the constitution participating in building the country, monitoring the performance of officials in all institutions, whether legislative, executive, and judicial, to respond to the aspiration of citizens […]

(3) People give value to but the press and media persons themselves protect it

Citizens’ use of social media has increased their authority and influence, reflecting and exposing negative or problematic points more quickly and helping us solve problems faster […] Year after year, the Ministry of Information, the press and media associations, the Journalists’ Association, and journalists themselves have come together to strengthen their responsibility, their professional ethics and approach […] making them more mature in fulfilling their duties and distributing information […] I always say that the value of a profession is only maintained by the practitioners of that profession. If journalists/press and media persons want value, more so the value of journalists/press and media persons and/or the information system in Cambodia, who would be the one to give it? It is the citizens. But who creates and maintains it? It is the journalists/press and media persons themselves who can protect this value […]

(4) Accuracy, integrity and responsibility – three factors for press and media to have long-term support

The true values ​​that you build and maintain in order to make the information and journalism more responsible, recognized and valued by citizens and viewers […] must be based on many factors, which include adhering to a clear code of professional ethics. (Adhering to this code of professional ethics) is based on a number of factors. Among them, I will mention three factors today. The first factor is accuracy, the second factor is integrity, and the third factor is about responsibility. Having these three means that the press and media receive long-term support […]

However, nothing is perfect in this world, but we have a goal to make it perfect […] meaning that we strive to continuously reduce the bad, the shortcomings, to reach the better and the perfect […] If there is an unintentional misunderstanding, when we have researched everything, we ask for corrections to make it consistent. This is perfection […]

I said the other day about the newly measured area of Cambodia – 181,436 square kilometers. We have not officially announced it yet […] but some have announced it […] and they may not have explained everything thoroughly […] some people have mocked me and said I lied […] the problem is the calculation differences. Not only in Cambodia. The second point is integrity. Where does integrity come from? If there is a discrepancy, please re-publish the correct information […] If you know it is wrong and do not want to correct it, you want to take advantage of it, it means you have no integrity. Therefore, you must be held accountable according to the law. When we implement the law, they say that we violate the rights of journalists […] Let us together, protect integrity, honesty, and ethics by properly implementing the use of rights, ethics, and culture […] This is what journalists/press and media professionals can do to help to maintain the value of journalists and the Cambodian media system […]

The third point is responsibility. Sometimes, even if the information is true, we must also think about whether the impact of the information we publish will affect the national society or affect others? […] A man is doing something illegal … (The press should only provide information) about him. Don’t go to get information from his wife and children […] (We must) respect the rights of others. This is the responsibility of publishing, which makes journalists respected by all […] Nowadays, fellow citizens are also journalists. Product sellers also have his/her own news outlets. I ask you to produce more of your own content, but any content that affects others, affects social values, please do not publish too much to protect the image of the country or the image of others. (5) Media strengthens capabilities in gathering information and writing content, but also using technology to become modern, faster, and responsive

It was not to strengthen the Cambodian media for any other country. We must be proud of ourselves, strengthen ourselves, and strengthen our nation.
