Q1: What is Cambodia’s stance on the activities of the Thai land surveying team in the area of Chouk Chey village, along the border segment between Boundary Pillars 46 and 47?

A: Cambodia regards the land surveying and land-boundary marker installation activities carried out unilaterally by a Thai working team, along with approximately 25 Thai citizens in the area of Chouk Chey village, as a violation of Cambodia’s territorial integrity and a unilateral action contrary to the agreements and mechanisms previously agreed upon by both parties. Land surveying and land-boundary marker installation can only take place when the border demarcation is clearly defined and mutually agreed upon by both neighboring countries. For land in areas that remain unresolved, particularly those illegally occupied by Thai military forces, the proper mechanism is the Joint Boundary Commission (JBC) and the Joint Survey Teams (JSTs), in accordance with the MOU-2000 and related agreements. Cambodia has lodged an official protest and affirms that it absolutely does not recognize any border delimitation or territorial claims made unilaterally by Thailand.

Q2: What agreements have Thailand’s actions violated?

A: Thailand’s recent unilateral land surveying and land-boundary marker installation activities have violated Article 5 of the MOU-2000 concerning land border survey and demarcation, as well as the 2003 Technical Terms of Reference (TOR 2003). These actions also contravene the Agreed Minutes of the JBC Special Meeting of October 22, 2025, and the GBC Joint Statement of December 27, 2025, which agreed that border survey and demarcation work must be carried out through joint mechanisms between the two parties.

Q3: What does Cambodia call on the Thai side to do regarding these actions?

A: Cambodia calls on the Thai side to immediately cease all unilateral actions along the border, avoid creating fait accompli, and respect the agreements mutually reached by both parties. Cambodia also urges the Thai side to actively participate in the work of the JBC and the Joint Survey Teams (JSTs) to resume border survey and demarcation work peacefully, in accordance with international law and in the spirit of good neighborly relations between the two countries.
