Cambodia PR Team Responses Regarding Cambodia’s Stance in Promoting the Peaceful Resolution of Border Issues with Thailand

Q1: What actions has the Cambodian side taken to promote the resolution of border issues with Thailand?
A: The Cambodian side, through the Joint Boundary Commission (JBC), has sent Note Verbale multiple times to the Thai side to propose to convene a special JBC meeting and urging the continuation of border demarcation work on the ground. Cambodia has also proposed the establishment of a clear date for the JBC meeting and for border surveying, such as the placement of temporary markers and the reconstruction of old boundary markers according to their original locations. Furthermore, Cambodia has proposed organizing technical meetings and an Operational Group (OG) to ensure that all work is carried out according to previously agreed plans and progresses peacefully and efficiently.

Q2: Why has the special meeting of the Cambodia-Thailand JBC not yet taken place as proposed by Cambodia?
A: The meeting has not yet been possible because the Thai side has requested a subsequent postponement, under the pretext of awaiting internal procedures to appoint its new JBC members after the formation of the new Thai cabinet. This delay has slowed down the border resolution process and affected the implementation of ground work already agreed upon by both parties. Currently, Thailand has a new government, and the Cambodian side has submitted a new proposal to the Thai side to convene a JBC meeting. Cambodia continues to demonstrate a clear willingness to continue cooperation so that the process of this meeting, as well as the actual survey work, can resume as soon as possible.

Q3: What is Cambodia’s stance regarding border issues and the actions of the Thai side?
A: Cambodia maintains a firm stance in defending its sovereignty and territorial integrity by protesting against aggressive actions of the Thai military and not recognizing any alteration of the borderline resulting from the use of force. At the same time, Cambodia affirms that border demarcation must be based on principles of international law, particularly the principle of intangibility of frontiers (uti possidetis juris) and the Franco-Siamese treaties, as well as officially recognized maps and documents. Concurrently, Cambodia continues to support a peaceful solution through bilateral mechanisms and technical meetings, as only this approach can maintain long-term stability and lasting peace between the two countries.

Q4: How does the Thai side’s delay of the JBC meeting affect Point 3 of the Joint Statement on 27 December 2025?
A: The Thai side’s delay of the JBC meeting has directly affected the implementation of Point 3 of the Joint Statement on 27 December 2025, as this point stipulates that both parties shall continue border survey and demarcation work expeditiously through the JBC mechanism. This delay has prevented the conduct of border surveys and demarcation according to the agreed plans. Furthermore, it has also affected the use of existing mechanisms to ensure safety and security for working teams on the ground, as well as the prioritization of areas where civilians reside. In summary, this delay not only slows down the technical process but also undermines the spirit of achieving lasting peace and stability along the border.
