On April 2, the United States and Cambodia took a bold step forward in global health diplomacy, signing a five-year, $36 million Health Cooperation Memorandum of Understanding (MoU). This landmark bilateral health MOU is a blueprint for how we can work together to save lives, strengthen health systems, and build a safer, more prosperous future for both Americans and Cambodians.

Cambodia is the first country in Asia to sign such a comprehensive health partnership with the United States through the Trump administration’s America First Global Health Strategy. This is a testament to the government of Cambodia’s leadership and vision for the health of the country and signals the United States’ commitment to Cambodia’s health and development. The health MOU sets a new standard for bilateral cooperation—one that prioritises sustainability, accountability, and mutual benefit.

A model for sustainable health co-investment
The bilateral health MOU is innovative in both ambition and design. Over the next five years, the United States, working with Congress, intends to provide up to $30.8 million for shared priority health programmes in Cambodia, including HIV/AIDS, tuberculosis, malaria, global health security, and disease outbreak preparedness. Through the MoU, the government of Cambodia has committed to increasing its own health spending by over $5 million, gradually assuming greater financial responsibility and independence over the duration of the MoU.

This co-investment model is critical. It ensures that gains made through decades of US support to health, amounting to more than $650 million since 2010, are not only preserved but also owned and sustained by local institutions. By transitioning procurement of health commodities and support for infectious disease surveillance and outbreak response towards Cambodia’s ownership, the bilateral health MoU builds local capacity and resilience. The focus on scaling up and integrating data systems into Cambodia’s own health infrastructure will empower the Kingdom to track and respond to health threats with greater speed and precision.

Performance targets embedded in the MoU will drive results and accountability. This approach aligns resources with impact, ensuring that every dollar spent delivers measurable benefits for both countries.

Safeguarding data privacy through new data sharing agreement
In line with the bilateral health MoU, the United States and Cambodia also signed a landmark data sharing agreement. This establishes robust protocols to ensure that all health data collected and shared are handled with the highest standards of privacy and security. It affirms both governments’ commitment to protecting the personal information of Cambodians, ensuring that data are used solely for public health purposes and in full compliance with the United States and Cambodia’s data protection laws. By prioritising data privacy, the agreement builds public trust and sets a precedent for responsible data stewardship in international health cooperations.

Protecting health, advancing prosperity
This new phase in the US-Cambodia bilateral relationship is about saving lives, advancing shared global health goals, and empowering the government of Cambodia to further strengthen self-led security and prosperity. Infectious diseases know no borders, and resilient health systems are the first line of defence for both American and Cambodian citizens. By helping Cambodia build a resilient health system and preventing the spread of infectious diseases, the United States is also protecting its own citizens from global health threats. A healthier Cambodia means a stronger partner in trade, security, and innovation.

The jointly decided bilateral health MoU accelerates towards Cambodia’s self-reliance in the health sector. It codifies a mutual commitment to safeguarding decades of health gains made through US global health assistance while strengthening local institutions and ensuring that Cambodia’s locally led health system is resilient, responsive, and sustainable.

As we celebrate America’s 250th birthday, we are proud to forge new partnerships and showcase American expertise and innovation in health, science, and technology. As Cambodia and the United States move forward together, this five-year bilateral health MoU stands as a testament to what is possible when countries co-invest in each other’s futures—not just with resources, but with trust, vision, and shared purpose.
