Border plans between markers 52–59 clarified amid Thai construction concerns

A well-informed source has provided a public clarification regarding plans reportedly made by Thailand to construct border fences along the stretch between markers 52 and 59, spanning Kamrieng and Boeung Raing communes in Kamrieng district, Battambang province.
According to a trusted source, joint survey teams from Cambodia and Thailand completed the joint survey and emplacement of temporary markers on the ground in late November 2025.

On November 29, 2025, the Thai side notified Cambodia of its plan to construct border fences and roads along the border within Thai territory in the area. Both sides agreed to construct roads along the border within their respective territories, starting from boundary pillar No. 52. The roads have now reached boundary pillar No. 54.
The same source emphasised that both sides have formally agreed on the exact locations of the boundary pillars along this stretch since March 2008 and emplaced temporary markers 50 metres apart at the end of November 2025 to clearly define the boundary on the ground.

Therefore, from legal and technical perspectives, any constructions within Thai territory at the agreed boundary segment upon mutual agreement are not considered a violation.
However, if Thailand carries out border fence construction or any other activities in unagreed boundary segments, such actions would constitute a breach of international law, bilateral agreements, MOU 2000, and existing technical documents.
Past and ongoing Thai military activities in disputed areas following ceasefire agreements and the cessation of hostilities have already been considered serious violations of Cambodia’s sovereignty and international law.
