Q1: How have Thailand’s acts of aggression affected the rights and livelihoods of Cambodian citizens?
A: Thailand’s actions, such as illegal territorial occupation, the creation of a fait accompli, destruction of homes and religious sites, looting of property, and the prevention of citizens from returning to their homes, have caused severe impacts on the rights, safety, and livelihoods of Cambodian citizens. These actions have displaced over half a million citizens, depriving them of the ability to maintain stable livelihoods and to safely and with dignity carry out their occupations in their own areas. In particular, women, children, the elderly, the sick, and persons with disabilities—who are already vulnerable—have faced even more severe consequences.
Q2: What measures has the Royal Government of Cambodia taken to protect sovereignty, territorial integrity, and the rights of citizens?
A: The Royal Government of Cambodia has utilized diplomatic means and international mechanisms by issuing successive diplomatic notes of protest against actions affecting its sovereignty, territorial integrity, and the rights of its citizens. The Cambodian Human Rights Committee has also sent protest letters to regional and international human rights institutions to inform them of the situation and request monitoring. At the same time, Cambodia remains committed to the principle of resolving issues peacefully and in accordance with international law, without abandoning the protection of its legitimate rights and interests.
Q3: How has the international community shown concern for the Cambodia-Thailand border issue and the situation of Cambodian citizens?
A: On this matter, the international community has continued to closely monitor the situation and express concern through various international institutions and prominent international figures. In particular, the United Nations Special Rapporteur on human rights in Cambodia, the Parliamentary Assembly of the Francophonie (APF), international media, and influential figures on social media have actively raised awareness of the situation along the border and the impact on Cambodian citizens. At the same time, they have urged for a peaceful resolution to the border issue and for displaced citizens to be allowed to return to their homes. The ongoing compulsory conciliation process under UNCLOS also reflects the international community’s support for the peaceful resolution of the issue through international mechanisms initiated by Cambodia.
