A: Illegal occupation by the Thai side does not constitute a basis for determining sovereignty. Cambodia continues to assert sovereignty over Khnar and Tamone Thom Temples based on existing legal documents and technical evidence from the Franco-Siamese border demarcation process. Regarding Khnar Temple, Cambodia relies on treaties, conventions, 1:200,000 scale map, Boundary-Marking Minutes, and relevant official documents. As for Tamone Thom Temple, Cambodia relies on the 1:200,000 scale map, the Procès-Verbaux (PV) of 1908 and 1919, as well as the L7017 map which, despite having been drawn unilaterally by the Thai side itself, still demonstrates that the temple is located within Cambodian territory. Therefore, Cambodia’s assertion has a strong legal basis and is supported by verifiable evidence, and it cannot be altered by military occupation.
