H.E. Lieutenant General Maly Socheata, Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:
Following the visit to Prey Chan Village and the Boeng Trakuon Pass area on Wednesday, March 4, 2026, at 2:41 p.m., the Ministry of National Defence of the Kingdom of Cambodia continued coordinating a visit for Foreign Military Attachés from 12 countries. The delegation visited Cambodian displaced persons currently residing at a camp at Kandaol Pagoda, Thmar Pouk District, Banteay Meanchey Province. A total of 1,632 families (approximately 5,000 people) remain unable to return to their homes due to the illegal occupation of certain Cambodian territories, the installation of barbed wire and shipping containers by the Thai military. Many local homes have also been destroyed.
The spokeswoman for the Ministry of National Defence reaffirmed that, in the spirit of peace and respect for international law, Cambodia strictly adheres to the ceasefire and all terms of the Joint Statement dated December 27, 2025, as well as previous agreements. Cambodia maintains a firm stance on protecting the Cambodia–Thailand international border as established by the Indochina–Siam Boundary Commission, by respecting the principles of international law, including the principle of the intangibility of inherited borders (Uti Possidetis Juris), and by respecting the Franco–Siamese conventions and treaties, maps, and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, as well as relevant agreements and documents that both parties have previously agreed upon. Cambodia absolutely does not recognize any border alterations resulting from the use of force.
It should also be noted that after visiting several locations, the delegation of foreign military attachés expressed their hope that peace, stability, and normalcy between Cambodia and Thailand will be fully restored soon, enabling displaced persons to return to their homes and resume their normal lives.
