Q1: What is Cambodia’s stance on the land allocation by Thai authorities in Chouk Chey village, Banteay Meanchey province, on August 13, 2026?

A: The Royal Government of Cambodia has lodged a firm official protest against the land allocation to Thai citizens in the area between Boundary Pillars 45 and 47. Cambodia considers this action as an unacceptable administrative measure and an attempt to create fait accompli, which could affect the legitimate rights and the border demarcation process between the two countries.

Q2: Is this action consistent with existing agreements and border mechanisms?

A: This action is entirely inconsistent with Article 5 of the MoU 2000 concerning land border survey and demarcation, as well as the Agreed Minutes of the JBC Special Meeting of October 22, 2025, and the de-escalation measures outlined in the GBC Joint Statement of December 27, 2025. Cambodia considers that such unilateral actions could disrupt the work of the JBC, which is the mechanism mutually agreed upon by both parties for resolving border issues.

Q3: What does Cambodia demand that Thailand implement, and what remains Cambodia’s stance on border issues?

A: Cambodia urges Thailand to immediately cease unilateral actions in this area and in other areas that Cambodia considers illegally occupied, in order to reduce tensions and build confidence for a peaceful resolution. Cambodia affirms that Thailand’s unilateral actions cannot alter Cambodia’s legal rights or position regarding the international border. Cambodia remains committed to the principle that the border line cannot be altered by the use of force, and continues to resolve disputes in accordance with international law and existing bilateral agreements.
