As I begin my service as Chargé d’Affaires at the United States Embassy in Phnom Penh, I am honoured to return to the Kingdom of Cambodia for a second time in my career at a historic moment for my country. On July 4, Americans will celebrate the 250th anniversary of our independence.

Two hundred and fifty years ago, our Founding Fathers gathered in Philadelphia to sign the Declaration of Independence, giving birth to a nation unlike any other, founded on the enduring principles of liberty, equality, and self-government. As President Donald Trump noted earlier this year, “with a single sheet of parchment and 56 signatures, America began the greatest political journey in human history.”

The Declaration affirmed a revolutionary idea “that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.” Those ideals inspired a new chapter in human history and have guided generations of Americans in building a stronger, freer and more prosperous nation.

Today, as we celebrate 250 years of independence, those same founding ideals continue to shape our future. They remind us that America’s strength has always rested on the freedom of its people and the ingenuity, determination and entrepreneurial spirit that have defined the American story since its founding. As we look ahead to the next 250 years, the principles that have guided our nation since its founding remain as relevant as ever and give us confidence in the future.

The values that shaped America’s first 250 years remain central to how we engage with the world, including here in Cambodia.

Last year, the United States and Cambodia marked 75 years of diplomatic relations. I am proud that in 1950, the United States became one of the first nations to recognise Cambodia’s independence. Over the decades, our countries have built a strong relationship grounded in practical cooperation and focused on advancing peace, security and economic growth.

That foundation remains strong today. President Trump’s resolve and leadership were instrumental in securing the historic Kuala Lumpur Peace Accords in October 2025, which helped de-escalate the Cambodia-Thai border conflict and provided a path for regional stability. The agreement underscored the longstanding US commitment to a free and open Indo-Pacific and demonstrated the value of decisive American diplomacy in advancing peace and stability.

Innovation is another area where our interests strongly align. American ingenuity has driven economic growth and expanded opportunities for the last 250 years. Today, the United States continues to lead in fields ranging from advanced manufacturing and aviation to artificial intelligence, biotechnology and quantum computing. These economic and technological advancements are generating new possibilities for American workers, businesses and innovators while driving investment, trade and economic growth around the world, including in Cambodia.

Cambodia’s economy is modernising rapidly and becoming increasingly connected to global markets. As that transformation continues, I believe there is significant potential to expand trade, investment and commercial ties, creating opportunities in both countries. Every day, the US Embassy works with Cambodian students, entrepreneurs, educators and professionals to build the skills and connections that help turn economic potential into economic growth, including in emerging fields such as artificial intelligence.

That potential is already beginning to translate into tangible results. Earlier this year, Air Cambodia announced the purchase of state-of-the-art Boeing 737-8 aircraft, supporting American manufacturing while helping meet Cambodia’s growing aviation needs. It is a clear example of how stronger commercial ties can benefit Americans and Cambodians alike.

As Secretary of State Marco Rubio recently observed, “Each generation brought America closer to the principles of its founding.” As we celebrate 250 years of independence, we are not only honouring the achievements of the past – we are looking ahead with confidence to the opportunities of the future. Guided by the enduring principles of our founding, the United States will continue to foster innovation, expand opportunity, and build a stronger, safer and more prosperous future.

Having served in Cambodia before, I have seen firsthand the warmth, talent and energy of the Cambodian people. I am excited to renew old friendships, make new ones and work with the Cambodian government and people to expand trade and investment, encourage innovation and build on the strong foundation our countries have established over the decades. Together with the talented team at US Embassy Phnom Penh, I look forward to the work ahead.
