Q1: What is Cambodia’s stance on Thailand’s actions in the area of Boundary Pillar No. 26?
A: Cambodia regards the actions of Thai armed forces, which have carried out forest-clearing, installed barbed wire, and continued to advance into Cambodian territory in the area of Boundary Pillar No. 26, located in Ampil commune, Banteay Ampil district, Oddar Meanchey province, from early June to June 23, 2026, as unilateral actions that violate the agreements mutually reached by both parties. Cambodia considers that these actions do not contribute to reducing tensions and contradict the spirit of peacefully resolving border issues through joint mechanisms. The Royal Government of Cambodia absolutely does not recognize any border line or territorial claims made unilaterally by Thailand, and the actions described above will not affect the legal rights or position of the Kingdom of Cambodia concerning its international border line.
Q2: What agreements have these actions by Thailand violated?
A: Cambodia considers that the above actions have violated Article 5 of the 2000 Memorandum of Understanding (MOU 2000) concerning land border survey and demarcation, and also contradict Item I of the Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC) of December 27, 2025, which agreed that survey and demarcation must be carried out through the Joint Boundary Commission (JBC) and joint mechanisms between the two countries, not through unilateral actions.
