Regarding Cambodia’s Stance on the Activities of the Thai-based ASEAN Observer Team (AOT) at Khnar Temple
July 3, 2026
Q1: What is Cambodia’s stance on the activities of the Thai-based ASEAN Observer Team (AOT) at Khnar Temple on June 29, 2026?
A: Cambodia has expressed profound concern and regards the activities of the AOT Thailand, accompanied by Thai military personnel, who crossed into Cambodia’s sovereign territory and carried out a tree‑planting activity without prior notification or coordination with the Cambodian side, as inconsistent with the Terms of Reference (TOR) and the principles agreed upon by all parties. Therefore, the Commander-in-Chief of the Royal Cambodian Armed Forces (RCAF) has sent a letter to the Chief of Staff of the Armed Forces of the Philippines requesting a review of this case.
Q2: What key principles do these actions contradict?
A: Cambodia considers that these actions are inconsistent with the principles of neutrality, confidence-building, and mutual respect, which are the foundations of the AOT mechanism. Cambodia believes that actions carried out beyond the agreed scope of authority could undermine mutual trust between the parties and obstruct efforts toward the peaceful resolution of border issues.
Q3: What measures has Cambodia taken regarding this matter?
A: Cambodia has requested the Philippine side, as the leader of the AOT, to review the actions that have taken place and to ensure that all AOT members strictly adhere to the Terms of Reference (TOR) and maintain neutrality in carrying out their mission. At the same time, Cambodia has affirmed that it continues to support the AOT mechanism and remains committed to cooperating with the Philippine military and relevant parties to promote confidence-building, maintain peace, and resolve border issues peacefully.
