Q1: How does Cambodia view Thailand’s unilateral fence construction between Boundary Pillars No. 52 and 54, along the border between Battambang province (Cambodia) and Chanthaburi province (Thailand)?

A: The border segment between Boundary Pillars No. 52 and 59 has already been surveyed and mutually agreed upon by both parties through the Joint Boundary Commission (JBC) mechanism. However, the unilateral construction of a fence near the border, as currently being carried out by Thailand, is not in line with the spirit of cooperation between the two parties. Although Thailand claims that the fence is within its own territory, such construction could affect technical work and the future process of border demarcation. Cambodia does not object to the construction of fences along the border, provided that the construction complies with technical specifications, is located within Thai territory, and has been agreed upon with the Cambodian side in advance through the JBC mechanism.

Q2: What is the basis for determining the location of boundary markers and the Cambodia-Thailand border line?

A: The determination of boundary markers and the Cambodia-Thailand border line must be based on the Franco-Siamese treaty of 1907, the 1:200,000 scale maps, the boundary demarcation minutes, and relevant official documents inherited from the border demarcation process. The verification of boundary marker locations and the border line on the ground falls under the competence of the Joint Survey Teams under the JBC mechanism, with the participation of both parties. Therefore, no individual, institution, or party may unilaterally determine border locations or undertake actions that affect the border line.

Q3: What measures has Cambodia taken in response to Thailand’s unilateral actions along the border?

A: Cambodia has continued to use existing mechanisms to resolve border issues peacefully. At the JBC level, Cambodia has sent successive diplomatic notes requesting the Thai side to deploy Joint Survey Teams to resume work on the ground, in accordance with the spirit of the Joint Statement of December 27, 2025. At the same time, Cambodia has continuously documented and notified the Thai side of actions that Cambodia considers to be violations of existing agreements, affecting the competence of the JBC and obstructing the border demarcation process. Cambodia continues to call on the Thai side to return to implementing work through the JBC mechanism in good faith and in accordance with the existing agreements.
