A spokesperson for the Ministry of Foreign Affairs has stated that the Thai military continues to illegally occupy and operate its armed forces in four provinces in Cambodia.

At the same time, the Royal Government of Cambodia has made the strongest protest against this blatant and internationally illegal Thai violation.

Speaking in a special live broadcast: “Update on the Development of the Cambodia-Thailand Border Situation” on January 3, 2025, HE Chan Ratana, Undersecretary of State and Acting Spokesperson of the Ministry of Foreign Affairs, said that the Thai side has ignored the spirit of the joint declaration of the special meeting of the General Border Committee on December 27, 2025 on the prohibition of incitement and the use of force of all kinds against civilians and civilian targets under all circumstances.

The Thai army is increasing its destruction of Cambodia’s civilian and cultural infrastructure, especially in Prey Chan, Sok Sang and the Boeung Trakuan area of ​​Banteay Meanchey province, and in the Thma Da International Gate area in Pursat province of Cambodia.

His Excellency stated that the occupation of Cambodian territory by Thai troops after the ceasefire and then the destruction of Cambodian people’s homes and other civilian infrastructure, while continuing to deny the right of many Cambodian displaced civilians to return to their homes, is a clear violation of the fundamental principles of international law, as well as international humanitarian law and human rights law, including:

Articles 2(3) and 2(4) of the United Nations Charter, which require the peaceful settlement of disputes and prohibit the use of force against the territorial integrity of another State. Article 53 of the Fourth Geneva Convention of 1949, which prohibits the destruction of private or State property, which is an act not justified by military necessity, while an armistice is in force. Article 52 of Additional Protocol I of 1977 to the Geneva Conventions of 1949.

HE Chan Ratana also highlighted: “It is important to highlight that Cambodia and Thailand have an international land border that is defined by maps produced in accordance with the 1904 Convention and the 1907 Treaty.

The Cambodia-Thailand Joint Boundary Commission was established to demarcate the border line between the already established boundary markers.”

At the same time, the acting spokesperson of the Ministry of Foreign Affairs emphasized that the Cambodian Joint Border Committee has also made an official written protest to its Thai counterpart against the violations of the Thai army on Cambodian territory and the mandate of the Joint Border Committee, while both sides have achieved significant progress on border work, especially recently on implementing the spirit of the minutes of the special meeting of the Joint Border Committee dated October 22, 2025.
