21 Cambodian civilians dead, over 500,000 displaced by Thai aggression

Cambodia has released the latest data on the effects of continued Thai aggression against The Kingdom.
On the Impacts on Civilian Areas and Cambodian Civilians Resulting from Acts of Aggression by the Thai Side Against Cambodia’s Sovereign Territory from 1:00 PM until 6:00 PM on 22 December 2025
From 7 December until 6:00 PM on 22 December 2025, acts of aggression by the Thai Government and Military against Cambodia’s sovereign territory, particularly the firing and dropping of various types of munitions into civilian areas, have resulted in the deaths of 21 Cambodian civilians, injuries to 83 others.
From 1:00 PM until 6:00 PM on 22 December, indiscriminate acts of aggression, particularly against civilian areas, have resulted in the following impacts:
1. Deaths and Injuries: There was one death of a displaced person in Oddar Meanchey Province and three injuries in Banteay Meanchey Province.
2. Displacement of Civilians: There is a total of 544,703 displaced persons, including 285,544 women and 174,006 children. These figures may continue to change.
3. Destruction of Civilian Physical Infrastructure: Seven civilian houses and one hotel were damaged. Therefore, since 7 December, the total damage includes 111 civilian houses, 5 schools, 3 health centers, one market, 2 cell towers, a few ancient temples, 5 pagodas, one almsgiving hall, one monks’ dormitory, one customs and excise office building, 13 privately-owned buildings, 11 government office buildings, 5 hotels, one community agricultural center, 2 concrete bridges, one steel bridge, one ancient bridge, one bridgehead, one gas station, 28 vehicles, one vehicle warehouse, and one cassava purchasing warehouse.
At present, more than half a million Cambodian people, including women and children, are suffering severe hardship due to forced displacement from their homes and schools to escape artillery shells, rockets, and aerial bombardments carried out by Thailand’s F-16 aircraft, which have repeatedly destroyed their homes and communities.
While Cambodian heroes were defending the country’s territorial integrity, the Special ASEAN Foreign Ministers’ Meeting on the Current Situation Between Cambodia and Thailand, held in Malaysia, concluded with the issuance of a special statement, which emphasized the prospects for resuming the implementation of a ceasefire and the Joint Declaration on Cambodia-Thailand Peace.
The Ministry of Interior of the Royal Government of Cambodia supports the welcome expressed by the ASEAN Foreign Ministers regarding efforts to continue the implementation of the ceasefire and to end hostilities between the two countries, as stated in paragraph 9.
The paragraph also highlights preparations to convene a meeting of the General Border Committee (GBC) on 24 December to discuss the implementation and verification of the ceasefire. We remain optimistic that the Thai side will demonstrate sincerity in fully implementing the ceasefire in line with ASEAN’s objectives.
The Ministry of Interior takes great pride in all Cambodian citizens who have united in spirit and stood shoulder to shoulder in support of the national defense strategy led by Samdech Techo Hun Sen and Samdech Thipadei Hun Manet. This powerful unity has provided tremendous strength to the Royal Cambodian Armed Forces under the Ministry of National Defence and the Border Protection Police under the Ministry of Interior, who are courageously defending the integrity of the national territory.
