(1) Patriotism depends on concrete actions for peace, development and protection of the land

This area used to be a place of war. We just had it reunified and integrated to the fold of the nation in 1997. We have made efforts to transform this place from a desert, a battlefield, with landmines, to a place that can provide education and build a future for the people of Veal Veng district, Pramaoy and Anlong Reap communes, making the future here different from that of 20 years ago. We thank peace and the win-win politics […] that are transforming this place into potentials […]

Without the win-win politics and the correct policies of the Royal Government led by the Cambodian People’s Party, this place would still not be accessible, and there would be no one to think about it because it would still be a place of war […] Patriotism or love for the land are not just meaningful by speaking it on Facebook, on microphones, in public places. It depends on how one is taking action, putting in place policies, and concrete encouragement for peace and development of the country, especially the development of border areas so that we can protect the land […]

(2) Confronting United Nations and international community to prevent the outbreak of war again

(The current situation and the existence of schools and infrastructures) are the fruits of peace. Some people mock the words “we thank peace”. If people come to ask and see the land here, however, they would remember the past, then it is worth saying “I thank peace” […] The other day, giving a lecture in Timor Leste, Samdech Techo stated that “if it were not for Samdech Techo, the head of the government at that time, who dared to confront the UN, Cambodia could have erupted into war again”. Some who do not understand the speech (to its deep meaning) mocked him. When the United Nations came to negotiate the establishment of the Khmer Rouge Tribunal, they demanded an investigation, not just the top leaders of the Khmer Rouge.

There could have been leaders of its army, including even the former King, who would all be called […] If Samdech Techo Hun Sen were to base on reason (that Cambodia had to do according to what was required by) the international community and brought them to court, would have anyone thought that they agree to go (to court)? They would definitely return to the original situation […] Confronting the United Nations, the international community, did not mean that we did not want to seek justice. The trial to seek justice must be done, but we must also think about justice for the nation […] This is important justice for those who are alive and for their children. If we could not prevent the outbreak of war again, we would not have sought justice […]

(3) Win-win policy increases the number of populations in Veal Veng and Pramaoy

In 2013, (traveling in this area,) there were only dirt roads and a few light poles, but no electricity. On both sides, there were only forests and houses far between. Now, from Pursat to here, there are houses all along everywhere. This means that there are more and better economic activities of the people in the area […] When the new road is built, the economy in this area will turn into an area with potential, such as tourism […] In 1999, there were only 500 families in Veal Veng. Now there are more than 10,000 families. In Pramaoy, there were only 70 families. Now there are more than 3,000 families. It is this win-win policy that has increased the number of people here […] thanks to the win-win policy that guarantees first of all – life, secondly, wealth, and thirdly, their roles and functions […] This is to bring about peace without losing a single bullet and turn a battlefield into a place of progress […]

(4) Building road infrastructure across the country for people to connect, expand economy, and contribute to protecting national integrity

In Veal Veng, there is national road 55 and especially national road 10, which has a 90-meter-high bridge […] If the government had not decided to build a road through this place, most Cambodians would not have been able to come and see this area […] We continue to build road infrastructure across the country, from one province to another, so that people can connect, expand their economy, and contribute to protecting the integrity of the country. We have built national roads along the border, especially in the west. In the east, we are building roads closer to the border […]

This is the spirit of patriotism and love for the land of all 17 million people. The Royal Government has put in place policies, measures, and concrete developments to transform areas where there was conflict into areas where people can live, integrate the former Khmer Rouge areas into the state/the fold of the nation, push for development, connect, guarantee rights, ensure opportunities, participate in developing the country, and protect the integrity of the country […]

(5) Pursat and Kampong Chhnang provinces will no longer be bypassed provinces

In the near future, Pursat province and this district will grow even more as we develop its potential as a tourist and industrial areas. In the past, Pursat and Kampong Chhnang were mostly bypassed provinces […] As land prices in Phnom Penh and Kampong Speu increased, some factories started moving to Kampong Chhnang. So, Kampong Chhnang, Pursat and national road 10, plus the railway, together will be big potentials for this western corridor […] from Banteay Meanchey, Poipet down to Koh Kong and connecting national road 48 to Preah Sihanouk, connecting between the northwestern and southwestern economic poles […] I thank people in Pursat especially in the 2023 elections.

If the people did not vote for the Cambodian People’s Party to implement additional development policies, we would not have been able to achieve so much. The principle of building roads, the policy of ending the war, building and developing along the border, taking Preah Sihanouk province and the provinces in the northwest as economic poles, building roads, bases for the economy and development along the border are policies put forward by Samdech Techo from the previous Royal Government’s mandates, the policies of the Royal Government led by the Cambodian People’s Party […]

(6) With people’s trust – across the country, Pursat and Veal Veng, we will strive to become even better

I would like to thank the national working group, the party working group, as well as officials and authorities at all levels who have been working hard to help Pursat province, […] People have responded with support to the reality on the ground. When it comes to campaigning, the people will have to decide. Whatever you may say abroad, those who criticize, and the real achievements that we work on together (- people will see which is more important). Local authorities are not always perfect, but we try to solve the shortcomings regularly. We cannot solve all kinds of requests at once, but we continue to solve them, to make more achievements for the people, for the voters, so that they have trust and give them opportunities to continue […]

There are curses every day, and they have cursed for decades […] Let them go on with it. The old saying goes, “Pure gold is not afraid of fire.” We are with the people. The people see us every day. Whether we can solve a little or a lot, it is better thank talking and doing nothing. We recognize that there are problems that need to be solved. The Cambodian People’s Party is determined that as long as the people across the country, as well as the people of Pursat and the people of Veal Veng, give us the opportunity to lead the country and serve the people, we will strive to become even better […]

(7) “Where there are district/commune leaders, there shall be no garbage …”

Expression of opinions will be determined by what we have achieved on the ground […] the Provincial Governor boasted that “at night, the lights are bright. During the day, there is no garbage.” He used the phrase “where there are district/commune leaders, there shall be no garbage, and where there is garbage, that means there were no district/commune leaders” […] This is an eco-tourism area. Please maintain it well and develop it in conjunction with the community so that the benefits go to the people. (8) Taking nature to feed people and/or organizing people to protect nature together for sustainable development

Let us identify places that can be an eco-tourism, places that need to be preserved, not invested in, but to be kept as green areas for the public to hike and for people to visit. We can arrange public infrastructure like toilets, bathrooms, and a few service areas, but they are kept as state land, not belong to a private entity […] This is taking nature to feed people and/or organizing people to protect nature together for sustainable development. Let me take this opportunity to thank the provincial authorities, the Ministry of Education, the Provincial Education Department, as well as the specialized offices and authorities who have worked hard to promote the development of the education sector here, thus producing important resources for the nation.

(9) Health and education sectors play an important role in the whole package of development

We have succeeded in making a journey from having none to having an opportunity. However, in seizing the opportunity, you have to create a favorable condition, that is, to build schools and people are taking up studies. Just by ending the war, but there was no school nearby to go to, it may be difficult (to ensure development). If there is a school nearby but there is no road to travel to, it is also difficult. After finishing the study, if there is no job opportunity, and people don’t know where to go for work because this place is remote, and no one comes in to live here, our wish would not happen to be true. So, we need to prepare a whole package of development, in which the health and education sectors play an important role […]

(10) Education and health – two priorities of the government this term for people to help themselves, their families, and national society

Families, teachers and schools together educate human resources in Veal Veng, Pramaoy, Anlong Reap, and Thma Da to be stronger. In the future, those who used to live in the battlefield can also find works here, or go out to find work in other places, and have the opportunity to participate in leading the country in all sectors […] Two priorities of the government’s policies this term are education and health training for which we are strengthening the referral hospitals, primary schools to high schools, and vocational training.

For some who did not finish high school […] we have put forward a policy to provide vocational training nationwide […] The Ministry of Education (Youth and Sports) and the Ministry of Labor (and Vocational Training) have agreed to implement a plan from the end of the year, focusing on vocational education from grade 10 onwards […] Please encourage people in Pursat, residents of Veal Veng, as well as all places, to accept this vocational training program […] so that people can help themselves, their families, and help the national society more […]

(11) Should we want to master all sectors, Cambodians need to know and have skills in every sectors

Some people, the moment they see our students studying in Vietnam, they make noise that “these people have turned to be Vietnamese”. As soon as they see our trainees speaking a single word of Vietnamese, they say, “You see, they obliged the Cambodians to learn other language.” When the Vietnamese trainees learn Khmer and speak Khmer, they say that Vietnam is teaching their people to come and dominate us […]

Brothers and sisters! everyone must have the concept of concern about the loss of territory, or loss of anything, but we must not create too much extremist thought about it […] If we are afraid that the territory will be taken by others, we must work to reach the resolution of border issues, negotiate, set up posts, build more roads, send people to develop and build houses, and establish factories at border crossings.

That is the defense of the territory. We must do it ourselves as no one will come to do it for us […] Should we want to be the masters of all sectors the Cambodian children need to know and have skills in every sectors. Otherwise, we will have to rely on others forever […] We must strengthen our capabilities so that in the future, the people of Pramaoy, for instance, can find jobs elsewhere and compete with others […] As some countries have problems with the decline of their population these days […] Cambodia is still in a good position. The Pursat people are not yet so dense. I wish the Pursat people contribute more local labor to the country […]

(12) Who hits and kills someone by drunk-driving must be punished

The day before yesterday, there was a traffic accident, which unfortunately killed a tricycle rider. The perpetrator was police officer who is about to retire […] He was drunk. We have a policy that has been implemented since the beginning of this mandate that the law must be strictly enforced on every driver who hits and kills someone while drunk, and s/he cannot just pay the fine and get away with it. Whoever hits someone and kills them while drunk, no matter who they are (must be punished) […] This morning, the Phnom Penh Municipal Police Chief announced that the perpetrator has been charged according to the procedure and sent to court […] Please stop worrying and expressing distrust in the authorities and the legal system […] (Some people) say that there is no need for the Prime Minister to say anything about this. Well, I don’t involve in the legal process […] I deliver my opinion to calm the worries and end the expressions of doubts of the citizens […]./.
