On the afternoon of 27 August 2026, at the Peace Palace, Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, received a courtesy call from the Right Honourable Baroness Winterton of Doncaster DBE, Parliamentary Under-Secretary of State for the Indo-Pacific at the Foreign, Commonwealth and Development Office (FCDO) of the United Kingdom (UK).

During the meeting, the Parliamentary Under-Secretary of State highly appreciated the excellent relations and cooperation between Britain and Cambodia, emphasising that the two countries share a long-standing and traditional diplomatic relationship. She also informed Samdech Thipadei that Cambodia was the first destination of her official working visit in her capacity as Parliamentary Under-Secretary of State for the Indo-Pacific at the FCDO. Furthermore, she expressed satisfaction with Cambodia’s openness and strong commitment to promoting bilateral cooperation and exploring new potential and opportunities for mutual support and the common benefit of both countries and their peoples. She noted that there remain many potential areas in which the two countries can further strengthen and deepen bilateral cooperation. On that occasion, the Parliamentary Under-Secretary of State reaffirmed that Britain would continue to support Cambodia’s socio-economic development, as well as demining and unexploded ordnance (UXO) clearance. She also expressed her appreciation to and commended the Royal Government of Cambodia for its continued support and assistance to displaced persons affected by the Cambodia–Thailand border conflict, particularly its efforts to ensure that children continue to receive education during their displacement.

In response, Samdech Thipadei expressed his satisfaction with the progress of bilateral relations and cooperation across various areas and thanked the British Government for providing scholarships to Cambodian students to pursue their education in Britain. Samdech Thipadei regarded Her Excellency’s working visit to Cambodia as a continuation of efforts to strengthen bilateral ties. He highlighted the extensive existing cooperation between the two countries and reaffirmed Cambodia’s commitment to strengthening and expanding cooperation across a wide range of potential areas. Samdech Thipadei also expressed his appreciation to the Parliamentary Under-Secretary of State for visiting residential areas hosting Cambodian displaced persons affected by the Cambodia–Thailand border conflict.

Samdech Thipadei and the Parliamentary Under-Secretary of State further discussed and exchanged views on advancing bilateral cooperation in several key potential areas, including education, tourism, security and defence, demining and UXO clearance, people-to-people exchanges, and private sector-to-private sector connectivity.

Before concluding the meeting, Samdech Thipadei briefed the Parliamentary Under-Secretary of State on the latest developments concerning the Cambodia–Thailand border situation, emphasising Cambodia’s firm commitment and position to pursuing a peaceful resolution of the issue on the basis of international law and in accordance with the existing conventions, treaties, and agreements between the two countries.
