Q1: Is the ongoing advancement, construction of military infrastructure, as well as the installation of barbed wire and shipping containers in areas that Thailand has encroached upon in Cambodia, consistent with the provisions of the Joint Statement of 27 December 2025?
A: No, it isn’t. The Thai side has repeatedly attempted to mislead public opinion by claiming that its actions in areas illegally seized and occupied by Thai military forces inside Cambodian territory are in accordance with the Joint Statement of 27 December 2025, particularly Point 2, which requires both sides to maintain their current troop deployment without further movement. In fact, however, the clearing of land, the laying of barbed wire, and the further advance of Thai forces at multiple locations constitute a blatant violation of Point 1 of the Joint Statement, which prohibits the armed forces of both countries from advancing into each other’s territory.
Furthermore, Point 2 of the Joint Statement clearly establishes the principle that “each side remains where it currently stands” in order to preserve the status quo and prevent further escalation along the border. Contrary to this principle, Thai forces have consistently carried out activities, including land clearing and construction works, as well as the additional placement of numerous shipping containers, in an apparent attempt to alter the status quo and consolidate control over Cambodian territory.
Therefore, if the Thai side genuinely adheres to the principles it claims to uphold, Thai forces must cease all their unilateral actions that could change the situation on the ground. Thailand must also implement Point 3 of the Joint Statement by allowing the Joint Boundary Commission (JBC) to conduct border surveys and demarcation work to clearly define the boundary between the two countries in accordance with conventions, treaties, and international law, thereby promoting lasting peace along the border.
Q2: What is the position of the Royal Government of Cambodia regarding the continued aggression by Thai military forces that threatens the return of Cambodian civilians to their homes?
A: Cambodia categorically rejects any attempt to alter the borderline through the use of force and remains firmly committed to defending the internationally recognized boundary between the two countries. The actions carried out by Thai forces constitute serious violations of Cambodia’s sovereignty and territorial integrity. Moreover, preventing Cambodian citizens from returning to their homes constitutes a grave violation of human rights and international humanitarian law.
Cambodia calls on the Thai side to cease all actions that could escalate tensions and to respect the principles agreed upon by both sides, so that displaced Cambodian civilians can safely return to their homes in accordance with Point 4 of the Joint Statement, which stipulates that civilians should be allowed to return to their homes without obstruction, safely and with dignity. The international community is fully aware of this situation and continues to closely monitor any violation occurring along the Cambodia-Thailand border. The Royal Government of Cambodia and the Cambodian leadership remain fully committed to protecting the country’s territorial integrity and safeguarding the Cambodian people through peaceful means while employing diplomatic mechanisms as a pathway toward a peaceful resolution—an approach strongly supported and encouraged by the international community.
