Q1: Can Thailand’s continued construction of military structures and trenches, or the demolition of civilian structures along the border, be considered as respecting the ceasefire?
A: These actions cannot be considered as respecting the ceasefire. Following the ceasefire, particularly recently, the Thai side has continued to use heavy machinery, construct trenches, prepare to build fortified military structures, and destroy Cambodian civilian homes and structures along the border. These actions could escalate tensions and create fait accompli, contrary to the objectives of de-escalating tensions and maintaining peace after the ceasefire.
Q2: Why have the JBC meetings not been able to proceed, despite Cambodia’s repeated efforts to push for them?
A: Thailand has repeatedly used various excuses to delay the convening of JBC meetings. Recently, however, the Thai side has claimed that the border area must first be safe before JBC meetings can proceed. Nevertheless, the security conducive to JBC work cannot be achieved if Thailand continues actions that escalate tensions along the border. Therefore, if Thailand genuinely wishes for the JBC to function, it should participate in creating genuine security conditions and a favorable atmosphere so that technical officials from both parties can work together, rather than using security concerns as a new pretext to further delay the JBC’s work.
Q3: Can maintaining security and building confidence be achieved if Thailand continues its persistent aggression against Cambodian territory?
A: Maintaining security and building confidence cannot be achieved through appeals alone; they also require commitment and concrete implementation from the Thai side. If Thailand genuinely desires stability and mutual understanding, its actions must align with that objective. Furthermore, if Thailand continues actions that escalate tensions and cause concern for Cambodia, it will make it increasingly difficult to restore confidence and create a favorable atmosphere for the peaceful resolution of issues.
