On the afternoon of 2 July 2026, Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, received a courtesy call from Mr Jürg Montani, Head of the Regional Delegation of the International Committee of the Red Cross (ICRC), and his delegation at the Peace Palace.

During the meeting, the Head of the Regional Delegation briefed Samdech Thipadei on the close cooperation between the ICRC and the Cambodian Red Cross, as well as its collaboration with the Royal Government of Cambodia in supporting emergency response efforts and promoting International Humanitarian Law (IHL). He also expressed his satisfaction that the ICRC had made significant contributions to coordinating humanitarian efforts during the Cambodia–Thailand border conflict. he Head of the Regional Delegation further informed Samdech Thipadei that, during his working visit to Cambodia, he had personally visited the implementation of physical rehabilitation projects in Battambang Province, as well as healthcare programmes in prisons. He reaffirmed the ICRC’s commitment to continuing its support for Cambodia and to further strengthening cooperation with the Royal Government.

In response, Samdech Thipadei congratulated Mr Jürg Montani on his appointment as Head of Regional Delegation of the ICRC. He highly valued the ICRC’s important role in supporting Cambodia’s socio-economic development and expressed his gratitude for the organisation’s support for Cambodian displaced persons during the Cambodia–Thailand border conflict, as well as its active role in facilitating the release of the 18 heroic Cambodian soldiers who had been illegally detained by the Thai side. Samdech Thipadei also expressed his satisfaction with the fruitful cooperation between Cambodia and the ICRC. In this regard, he thanked the ICRC for its support in implementing numerous humanitarian projects in Cambodia and reaffirmed Cambodia’s commitment to further strengthening its excellent partnership with the organisation. Samdech Thipadei also highlighted that the Royal Government of Cambodia attaches great importance to protecting all citizens through the implementation of the National Social Protection Policy Framework 2024–2035, including cash assistance programmes for pregnant women in detention and children under the age of two accompanying their mothers in correctional facilities. Samdech Thipadei further encouraged the ICRC to continue strengthening its engagement with the relevant Cambodian ministries and institutions in order to further enhance cooperation between Cambodia and the ICRC.

In addition, Samdech Thipadei reaffirmed the Royal Government of Cambodia’s commitment to promoting respect for international law, including International Humanitarian Law.

Before concluding the meeting, Samdech Thipadei briefed the Head of Regional Delegation on recent developments regarding the Cambodia–Thailand border situation and reaffirmed Cambodia’s commitment to resolving border issues peacefully on the basis of international law and in accordance with the existing conventions, treaties, and agreements between Cambodia and Thailand.
