A: Cambodia considers Thailand’s assertion of self-defense to be merely a pretext to justify its military actions. In fact, Thai forces used F-16 fighter jets to strike deep into Cambodian territory, causing damage to numerous civilian infrastructures, including bridges, roads, schools, hospitals, pagodas, and other civilian sites. Cambodia maintains that such attacks on civilian targets cannot be regarded as a lawful exercise of the right to self-defense. On the contrary, they have raised serious concerns regarding respect for international humanitarian law and the principles of protecting civilians during armed conflict. Furthermore, if Thailand claims it has not invaded or occupied Cambodian territory, why does it consistently evade the border survey and demarcation that Cambodia has repeatedly proposed? Cambodia hopes that the truth cannot be concealed.

A: Such a claim is merely an attempt to fabricate a pretext to justify the attack on Cambodia’s civilian infrastructure. The Thmor Da Bridge is a civilian asset serving transportation, goods movement, and the daily livelihoods of local communities — it is not a military target as alleged by Thailand.

The attack on the Thmor Da Bridge was part of actions that caused tremendous damage to civilian infrastructure within Cambodian territory. This attack not only affected infrastructure but also directly impacted the daily lives, safety, and mobility of civilians. Military and civilian infrastructure are fundamentally different. Anyone can clearly distinguish between the two, making such a claim truly shameful.

Q3: How does Cambodia view Thailand’s statements calling for peace?

A: Cambodia has always supported peace and the peaceful resolution of issues, and welcomes any stance in favor of peaceful solutions. However, calls for peace should be demonstrated through concrete actions, not merely through statements made before the media or the international community. If Thailand truly desires peace and stability along the border, it should cease actions that could be considered acts of aggression or escalation, respect Cambodia’s sovereignty and territorial integrity, and fully implement its obligations under the ceasefire of December 27, 2025, and other relevant agreements mutually reached by both parties—particularly by deploying joint technical teams to conduct border survey and demarcation as soon as possible, in response to the Cambodian JBC’s proposals.
