Synopsis: Foreign Ministers of Southeast Asian states discuss the Five-Point Consensus to restore stability to Myanmar while holding multiple bilateral meetings to bolster ties.

Foreign Affairs and International Cooperation Minister Prak Sokhonn on Wednesday attended the Extended Informal Consultation on the Implementation of the Five-Point Consensus (5PC) on Myanmar, in the Philippines, where ASEAN pledged to support Myanmar return to stability through an inclusive, Naypyidaw-led political process.

A statement from the Foreign Affairs Ministry yesterday said the consultation was convened at the invitation of Philippines’ Foreign Secretary Theresa Lazaro. The meeting welcomed her appointment as Special Envoy of the ASEAN Chair on Myanmar for 2026 and expressed full support for her mandate as well as the Philippines’ efforts to advance implementation of the 5PC following the ASEAN Leaders’ Review and Decision last year.

During the meeting, Sokhonn said the 5PC remains ASEAN’s main reference framework in assisting Myanmar’s return to normalcy.

He highlighted the importance of ensuring that the 5PC remains relevant and effective, stressing the need for timely reassessment to identify practical ways forward. He noted that a credible and inclusive electoral process, supported by the people of Myanmar, is an important pathway towards long-term stability.

On the sidelines of the consultation, Sokhonn held a series of bilateral meetings with ASEAN foreign ministers to discuss issues of common interest, regional developments and bilateral cooperation.

In his meeting with Brunei’s Foreign Affairs Second Minister Erywan Pehin Yusof, the two ministers spoke about the close friendship between Cambodia and Brunei over the past three decades, which has been strengthened across various sectors for mutual benefit. The Brunei minister conveyed the Sultan’s appreciation for Senate President Hun Sen’s letter of best wishes for the ruler’s speedy recovery following knee surgery.

In the meeting with Vietnamese Foreign Minister Le Hoai Trung, the two ministers underscored the importance of the longstanding Cambodia-Vietnam relationship founded on the principles of neighbourliness, traditional friendship, full cooperation, and long-lasting stability.

In discussions with Malaysian Foreign Minister Mohamad Hasan, Sokhonn conveyed Cambodia’s appreciation to Malaysia for its active role and discreet efforts in facilitating the ceasefire and peaceful resolution of the situation between Cambodia and Thailand. Both ministers reiterated their commitment to deepening bilateral ties and advancing mutually beneficial cooperation and looked forward to the third Joint Commission for Bilateral Cooperation between Cambodia and Malaysia later this year.

Sokhonn yesterday also held an informal meeting with Laotian Foreign Minister Thongsavan Phomvihane on Cebu Island. During the meeting, both ministers expressed satisfaction with the strong bonds of friendship between Cambodia and Laos and emphasised the significance of 2026, marking the 70th anniversary of the establishment of diplomatic relations. Both sides expressed strong commitment to working closely together to prepare meaningful activities to celebrate the historic milestone.

In a separate engagement, Sokhonn met with Singaporean Foreign Minister Vivian Balakrishnan to exchange views on strengthening bilateral ties as well as regional and international issues of mutual interest. Both ministers expressed deep satisfaction with existing cooperation across all fields and looked forward to exploring new avenues to further deepen bilateral relations.

Sokhonn also met Indonesian Foreign Minister Sugiono, with both sides looking forward to co-chairing the 6th Meeting of the Joint Commission for Bilateral Cooperation between Cambodia and Indonesia, scheduled to be held in Indonesia later this year, to further strengthen bilateral cooperation.

During all bilateral engagements, Sokhonn updated his counterparts on the latest developments along the Cambodia-Thailand border.

The ministry said the series of meetings reflects Cambodia’s active engagement in ASEAN-led mechanisms and its continued commitment to promoting regional peace, stability and cooperation.
