Dear compatriots!

On September 20, 2024, the Royal Government made a decision to conclude its involvement in the Cambodia-Laos-Vietnam Development Triangle (CLV-DTA). This decision has raised concerns regarding the status of the Royal Government’s previously established plans, including border visits, infrastructure development along the border (with a focus on the construction of the border ring road), and the development strategy for Cambodia’s northeastern region. It is crucial to clarify whether these plans will proceed as initially intended or if they will be affected by the government’s withdrawal from the CLV-DTA cooperation.

In the past, I have had the opportunity to address the public on numerous occasions that with or without the cooperation of CLV-DTA, the Royal Government of Cambodia remains steadfast in its commitment to developing the northeastern region of the country. This endeavor is driven by the overwhelming desire of the Cambodian people, particularly those residing in the Northeast, to ensure territorial defense and sovereignty. Consequently, the government’s policies aimed at promoting the development of the Northeast region remain unchanged. These policies include the establishment of border posts with neighboring countries, the construction of essential infrastructure such as the ring road, and the introduction of incentive packages designed to attract investment in the Northeast 2025 initiative, which I previously announced.

It is imperative to highlight that the construction of the border ring road commenced in 1994, connecting our border with three neighboring countries. To date, approximately 1,300 kilometers have been completed, with the remaining 1,300 kilometers yet to be constructed. It is noteworthy that the Border Infrastructure Fund, primarily dedicated to the construction of the border ring road, continues to receive an influx of donations. Consequently, the fund team will extend the acceptance period until October 31, 2024. Upon completion of the project, the fund team will furnish the relevant stakeholders with updated data and a comprehensive plan for the utilization of the fund, adhering to the principles of transparency and accountability.

In the interim, the organization of weekend visits to the Northeastern provinces will continue through the end of 2024, allowing individuals the opportunity to observe firsthand the ongoing development along our nation’s border.
