ផ្ញើជូនឯកឧត្តម លោកជំទាវ រដ្ឋមន្ដ្រីតាមបណ្ដាក្រសួង រដ្ឋលេខាធិការដ្ឋាន ចំណុះរាជរដ្ឋាភិបាលទាំងអស់,
យោងលើតំរូវការចាំបាច់ចំពោះមុខ ដើម្បីធានានូវនិរន្ដរភាពនិងប្រសិទ្ធភាពការងារ សំរាប់ដំណើរការរបស់ក្រសួង និងរដ្ឋលេខាធិការដ្ឋានទាំងអស់ចំណុះឲ្យរាជរដ្ឋាភិបាល ខ្ញុំសូមរំលឹកដាស់តឿន ឯកឧត្តម លោកជំទាវរដ្ឋមន្ដ្រី អំពីកិច្ចការចំាបាច់និងជាអាទិភាព ពាក់ព័ន្ធទៅនឹងការរៀបចំដំណើរការក្រសួងនិងរដ្ឋលេខាសធិការដ្ឋាននិមួយៗ ដោយយកចិត្តទុកដាក់លើកិច្ចការមួយចំនួន (ដូចខាងក្រោម)៖
ទី១ ក្រសួងដែលមិនទាន់បានធ្វើការបែងចែកភារកិច្ចច្បាស់លាស់ជូនដល់ថ្នាក់ដឹកនាំ រដ្ឋលេខាធិការ និងអនុរដ្ឋលេខាធិការ ត្រូវរួសរាន់ធ្វើឲ្យចប់ក្នុងសប្ដាហ៍ក្រោយនេះ ដើម្បីធានានិរន្ដរភាពនិងប្រសិទ្ធភាពទាំងលើការដឹកនាំ ទាំងលើការអនុវត្ដការងាររបស់ក្រសួងស្ថាប័ន។
ទី២ ក្នុងការកំណត់ការបែងចែកភារកិច្ចនិងការទទួលខុសត្រូវជូនថ្នាក់ដឹកនាំជារដ្ឋលេខាធិការ ឬអនុរដ្ឋលេខាធិការ ត្រូវធានាឲ្យបាននូវការបែងចែកបានច្បាស់លាស់រវាងការដឹកនាំខាងនយោបាយ និងការដឹកនាំខាងបច្ចេកទេស ដើម្បីធានាបាននូវប្រសិទ្ធភាពជាស្ថាប័ននិងប្រសិទ្ធភាពការងារ ជៀសវាងការលូកដៃលើការដឹកនាំផ្ទាល់នៃអង្គភាពជំនាញរបស់ក្រសួងស្ថាប័ន ដោយមិនឆ្លងឬរំលងឋាណានុក្រមបច្ចេកទេស។
ប្រសិនបើមានការរៀបចំឲ្យមន្ដ្រីថ្នាក់ដឹកនាំនយោបាយទទួលបន្ទុកលើការជួយការងាររបស់នាយកដ្ឋាន មិនត្រូវ អនុញ្ញាតអោយមានការរំលងឋានានុក្រមផ្នែកបច្ចេកទេស ដូចជាការរំលងឬមិនឆ្លងការដឹកនាំថ្នាក់អគ្គនាយកដ្ឋាន ឬលេខាធិការដ្ឋាននោះទេ។ ត្រូវចាំចាត់ទុកថា ការធានាឯកភាព សាមគ្គីភាព និងសុខដុមរមនានីយកម្ម នៅក្នុងស្ថាប័នរដ្ឋបាលសាធារណៈ ជាការលើកកម្ពស់ប្រសិទ្ធភាពការងារ ជាការងារអាទិភាពដែលយើងត្រូវយកចិត្តទុកដាក់ខ្ពស់ទាំងអស់គ្នា។
ទី៣ ចំពោះមុខ ត្រូវខិតខំធានាឲ្យបាននិរន្ដរភាពនិងស្ថេរភាពនៃការអនុវត្ដការងារក្នុងស្ថាប័ន។ ក្នុងករណីចាំបាច់ដែលត្រូវធ្វើវិចារណកម្មមុខងារថ្នាក់បច្ចេកទេស និងរៀបចំមន្ដ្រីឡើងវិញ ត្រូវគិតគូរលើគោលការណ៍ជាមូលដ្ឋានចំនួនពីរដែលខ្ញុំធ្លាប់បានណែនាំកន្លងមកនេះ។
(ទី១) គោលការណ៍គុណាធិបតេយ្យដែលផ្អែកជាចំបងលើគុណសម្បតិ្ដ ស្នាដៃ ការងារ សមត្ថភាព ចំណេះ ទេពកោសល្យ និងក្រមសីលធម៌របស់មន្ដ្រី ដើម្បីបង្កើនប្រសិទ្ធភាពការងារ និងទី២ គោលការណ៍គុណធម៌ ដើម្បីធានាបានឯកភាពនិងសាមគ្គីភាពផ្ទៃក្នុងស្ថាប័ន។
ទន្ទឹមនឹងនេះត្រូវយកចិត្តទុកដាក់រៀបចំចាត់តាំងប្រគល់ភារកិច្ចជូនមន្ដ្រី ដោយផ្អែកលើមូលដា្ឋននៃការប្រមូលផ្ដុំមន្ដ្រីជាកំលាំងសរុបរបស់ស្ថាប័ន តាមរយ
ៈការធ្វើសុខដុមរមនានីយកម្មនិងការរៀបចំមន្ដ្រីចាស់ដែលមានបទពិសោធន៍និងជំនាញ និងមន្ដ្រីថ្មីដែលជាកំលាំងថ្មី បានរួមគ្នាធ្វើការជាមួយគ្នា តាមទិសស្លោក«ចាស់ស្គាល់ផ្លូវ ក្មេងមានកំលាំង»។ ធ្វើយ៉ាងនេះគឺសំដៅលើកម្ពស់ស្ថាប័នឲ្យកាន់តែរឹងមាំនិងប្រកបដោយប្រសិទ្ធភាព។

To His Excellency Lok Chumteav Ministers,
Ministries and State Secretariats of the Royal Government,
In light of the urgent need to ensure the sustainability and efficiency for the work of all ministries and state secretariats under the Royal Government, I would like to remind His Excellency or Lok Chumteav Ministers about the necessity and priorities related to the organization of each Ministry and State Secretariat by paying attention to some tasks (as below):
Firstly, the Ministries that have not yet clearly assigned responsibilities to the leadership of the Secretaries of State and Undersecretaries of State must hurry to complete their job description within next week to ensure the sustainability and effectiveness of both the leadership and the work performance of the ministries.
Secondly, in defining the division of tasks and responsibilities to the leaders as Secretaries of State or Undersecretaries of State, a clear distinction must be made between political leadership and technical leadership to ensure institutional and operational efficiency, (so as to) avoid interfering with the direct leadership of the specialized units of ministries and institutions, (that may happen) without passing through, or skipping the technical hierarchy.
If arrangements are made for political officials in charge of assisting the work of the department, it is not permissible to skip technical hierarchies, such as skipping or not passing through the leadership of the General Department or the Secretariat. It must be remembered that ensuring unity, solidarity and harmonization in public administration institutions aims to improve work efficiency, and it is a priority that we must all pay high attention to.
Thirdly, we must strive to ensure the sustainability and stability of the work within the institution. If it is necessary to rationalize the technical functions and reorganize the officials, (you are requested to) consider the two basic principles that I have introduced so far.
(1) The principle of meritocracy, which is based primarily on the merits, achievements, abilities, knowledge, talents and ethics of officials to increase work efficiency, and (2) the principle of virtue to ensure unity and solidarity within the institution.
At the same time, care must be taken to organize and assign duties to officials on the basis of the stranding them together as the total force of the institution through the harmonization and preparation of the existing officials with experiences and novice officials with new energy so that the twos can work together in the direction of “senior people know the way and young people have energy.” We are doing all this to make sure that the institutions are getting stronger and more effective.
