Regarding Measures to Address the Cambodia–Thailand Border Issues
November 4, 2026

Q1: What measures is the Royal Government of Cambodia taking to safeguard its sovereignty and territorial integrity along the Cambodia–Thailand border?

A: The Royal Government of Cambodia considers the protection of its sovereignty, territorial integrity, and people its highest priority. To achieve this objective, Cambodia has been pursuing four key measures:
– First: Facilitating the ASEAN Observer Team in Cambodia (AOT-KH) in conducting observation missions, verifying, and reporting on the actual situation in border areas
– Second: Urging the Thai side to respect and implement the Joint Statement dated December 27, 2025, particularly by convening a meeting of the Joint Boundary Commission (JBC) and deploying Joint Survey Teams to conduct fieldwork on the ground
– Third: Lodging formal and repeated protests against actions by Thai forces that alter the situation on the ground, including the digging of trenches and the construction of roads or other structures
– Fourth: Pursuing active diplomatic engagement through meetings and international forums to inform the international community about the border situation and Cambodia’s peaceful position.

Q2: How important are AOT observation missions and efforts to advance the JBC mechanism in resolving the Cambodia–Thailand border issues?

A: The AOT and the JBC have distinct but complementary roles in addressing the Cambodia–Thailand border issues.
The AOT is responsible for observing, verifying, and reporting on the actual situation along the border, helping to ensure the implementation of the measures agreed upon in the Joint Statement dated December 27, 2025.
Notably, on November 3, 2026, the Cambodian team facilitated AOT-KH observation missions to the Boeung Trakuon Border Checkpoint area and Chok Chey Village in Banteay Meanchey Province.
Meanwhile, the JBC serves as the mechanism for surveying and demarcating the international boundary between the two countries in accordance with existing agreements. To date, Cambodia has sent 12 diplomatic notes to the Thai side requesting the convening of a special JBC meeting and the deployment of Joint Survey Teams to conduct fieldwork on the ground.

Q3: How have the Royal Government of Cambodia’s efforts to pursue a peaceful resolution of the border issues, as outlined above, helped draw greater international attention to the Cambodia–Thailand border situation?

A: The Royal Government of Cambodia’s efforts to resolve the border issues through peaceful means, diplomatic negotiations, respect for bilateral agreements, and adherence to international law have drawn increasing attention from the international community to the Cambodia–Thailand border situation.
In particular, through meetings with foreign dignitaries and at various regional and international forums, Cambodian leaders have consistently briefed their counterparts and international partners on the latest developments along the Cambodia–Thailand border. They have also reaffirmed Cambodia’s position on safeguarding its sovereignty and territorial integrity through peaceful means.
At the same time, the international community has called for the border issues to be resolved promptly through the JBC mechanism, so that more than 20,000 displaced Cambodians can return to their homes safely, without hindrance, and with dignity.
The international community’s attention to this issue also reflects the importance of respecting international law, refraining from the use of force to seize or occupy another country’s territory, and ensuring the right of civilians displaced by armed conflict to return to their homes.
