Nearly 30 Nations Pledge Unified Offensive Against Cyber Scam Syndicates at Phnom Penh Conference

Phnom Penh, September 24, 2026 —
Cambodian Deputy Prime Minister H.E. Santibindit Neth Savoeun highlighted international partnership and solidarity as the cornerstone of efforts to eradicate cyber scams, speaking Thursday at the conclusion of a two-day global conference in Phnom Penh.

Addressing the closing ceremony of the International Conference on Combating Online Scams (ICCOS-2026), held Sept. 23-24 at the Sofitel Phnom Penh Phokeethra under the theme “Acting Together Towards Breaking the Chain and Eradication Online Scams,” H.E. Neth Savoeun expressed deep appreciation to delegates from 28 countries and seven international organisations for adopting the “Phnom Penh Declaration.”

“Beyond sharing valuable insights and expertise, the true value of this conference lies in the partnerships and friendships forged in our joint mission to dismantle online scam syndicates,” said H.E. Neth Savoeun, who also serves as Vice Chairman of the Commission for Combating Online Scams (CCOS).

The Deputy Prime Minister noted that as host, Cambodia will continue to seek additional endorsements for the Phnom Penh Declaration from governments and international bodies in the coming days.

He extended gratitude to the organising commission, INTERPOL, the United Nations Office on Drugs and Crime (UNODC) Regional Office for Southeast Asia and the Pacific, and the Lancang-Mekong Integrated Law Enforcement Cooperation Centre for their pivotal roles in ensuring the event’s success.

“While this formal session is coming to an end, the spirit of our conference does not stop here,” H.E. Neth Savoeun emphasised. “On the contrary, this marks a powerful new beginning that underscores our strong political will, firm commitment, and shared roadmap for the future.”

He called on delegates to translate discussions into concrete action, turn operational challenges into opportunities for stronger law enforcement cooperation, and leverage international collaboration mechanisms to turn the vision of ending cybercrime into reality. -AKP-
