Cambodia’s top diplomat told the United Nations yesterday that the global fight against transnational crime must be based on mutual respect and international cooperation, rather than “inappropriate” unilateral foreign intervention.
Addressing the High-Level Segment of the 61st Session of the Human Rights Council in Geneva, Deputy Prime Minister and Minister of Foreign Affairs Prak Sokhonn described online scams and human trafficking as global phenomena that violate human rights across borders.
Sokhonn highlighted that Cambodia regards unilateral policing or military actions by foreign powers as counterproductive, stating such measures often “mask acts of aggression and occupation.”
“This fight requires cooperation, not unilateral foreign policing,” Sokhonn said.
He said that Cambodia has instead prioritised collective efforts through bilateral and multilateral dialogues to address cross-border challenges.
Since the establishment of a national task force led by Prime Minister Hun Manet, Cambodian authorities have significantly escalated enforcement.
Data from the Secretariat of the Commission Against Online Scams (CCOS) reveals that since June 2025, officials have raided around 2,500 locations and dismantled 200 major fraud syndicates. These operations have resulted in thousands of victims being rescued and numerous perpetrators arrested.
To further strengthen the legal framework, Sokhonn announced that the government is currently finalising a special law dedicated to combating online scams. The legislation aims to equip authorities with more effective tools to eliminate criminal networks operating within the country.
The minister reaffirmed Cambodia’s resolve to eliminate these crimes through “dialogue and mutual respect,” positioning the nation as a dedicated partner in the global effort to secure digital and human rights. AKP
