PRESS RELEASE Her Excellency Lieutenant General Maly Socheata, would like to inform the general public, both national and international media outlets, concerning the situation along the Cambodia-Thailand border, in the 5th and 4th Military Regions on December 9, 2025 [Unofficial Translation]
Her Excellency Lieutenant General Maly Socheata, the Spokeswoman of the Ministry of National Defence, would like to inform the general public, both national and international media outlets, concerning the situation along the Cambodia-Thailand border, in the 5th and 4th Military Regions on December 9, 2025, as follows:
The Thai side has violated the Ceasefire Agreement and the Joint Declaration between Cambodia and Thailand signed by both parties on October 26, 2025, by undertaking the renewed acts of aggression against the Cambodian territorial sovereignty through the use of military force.
The Royal Cambodian Armed Forces continue to fully backstop and execute the Government’s decisions to resolve the conflicts through peaceful means, and to resolutely defend its sovereignty and territorial integrity, as well as the safety and well-being of its innocent citizens, while strictly adhering to the Ceasefire Agreement and the Joint Declaration between the two countries.
Due to the aggressive actions of the Thai military forces, which initiated firing and encroachment on Cambodia’s legitimate sovereignty, the Cambodian armed forces had no other choice but to exercise their right to self-defense within their sovereign territory and to protect our motherland against the illegal acts of aggression by the Thai military forces, as enshrined in Article 51 of the United Nations Charter. In this regard, the Royal Cambodian Armed Forces remain steadfast and unwavering in their commitment to defend the sovereignty, territorial integrity and the safety of our people against Thailand’s barbaric and vicious acts of aggression.
The brutal and unlawful actions undertaken by the Thai side are also a grave violation of the Ceasefire Agreement that both countries agreed upon on July 28, 2025, in Kuala Lumpur, as witnessed by Malaysia, the United States of America, and the People’s Republic of China, the Joint Declaration between Cambodia and Thailand which both parties signed on October 26, 2025, under the earnest efforts of the U.S. President Donald J. Trump and the Malaysian Prime Minister, H.E. Anwar Ibrahim, as well as the previous bilateral agreements achieved in the Extraordinary and Special Meetings of Cambodia-Thailand General Border Committee (GBC) and Cambodia-Thailand Regional Border Committee (RBC).
Military Region 5:
From 08:39 PM on December 8, 2025, until 08:00 AM on December 9, 2025, the Thai military forces operated intense shelling activities in the 5th Military Region in Chok Chey and Prey Chan villages. They also deployed drones for aerial reconnaissance in the Boeung Trakuon area and expanded their scope of operations to Boeung Pring, Thmar Pouk, and Komrieng districts in Battambang Province, using various types of heavy and destructive military weapons and shooting gas.
The shelling activities by the Thai military forces, which targeted Thmar Pouk district, Banteay Meanchey Province, resulted in the deaths of two civilians who were fleeing on National Road 56 from the Thai military shelling.
Later, from 04:58 AM to 05:25 AM, the Thai military employed large drones for aerial reconnaissance, bomber drones, and spraying toxic gas over the region of Phnum Trangol. From 05:30 AM to 06:10 AM, the Thai forces began shelling, using 105mm shells at O’ Phlok Domrei area. As of this time (08:00 AM), the assault by the Thai armed forces in the region is still ongoing.
Military Region 4:
From 04:45 AM until 08:00 AM on December 9, 2025, Thai military forces launched an attack in the Phnom Khmoch area and continued to further expand their scope of assaults to various locations, including: Ta Thav, Tamone temple, Takrabey temple, Preah Vihear temple, Khna temple, Veal Intry, Phnom Khmoch, Koul 8, Bos Sbov, Choam Te, An Ses, Thmar Don, O’ Smach, Phnom Anusavory, in front of Keosekhakirosvara Pagoda, using various types of heavy and destructive military weapons including: tanks, heavy artilleries, infantry, and shooting toxic gas in various regions.
According to preliminary information from provincial authorities, the Thai military’s shooting targeted at civilian locations from December 8, 2025, to December 9, 2025, resulted in the death of 7 innocent Cambodian civilians, and 20 were seriously injured.
The Ministry of National Defence and the Royal Cambodian Armed Forces continue to fully backstop and execute the Government’s decisions to resolve the conflicts through peaceful means in accordance with international law, to resolutely defend its sovereignty and territorial integrity, as well as the safety and well-being of Cambodian citizens. In this regard, Cambodia calls on Thailand to turn to honor the Ceasefire Agreement and the Joint Declaration between Cambodia-Thailand, signed on October 26, 2025, with the auspicious witness of the U.S. President Donald J. Trump and Malaysian Prime Minister, H.E. Anwar Ibrahim, in his capacity as the ASEAN rotating Chair.
