New French Ambassador Pledges to Further Strengthen and Expand France-Cambodia Bilateral Relations
On the morning of 19 September 2025, Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, received a courtesy call from His Excellency Olivier RICHARD, Ambassador Extraordinary and Plenipotentiary of the French Republic to the Kingdom of Cambodia, at the Peace Palace.
During the meeting, the Ambassador conveyed his deep gratitude to Samdech Borvor Thipadei for making time in his busy schedule to receive him and his delegation. He reaffirmed that France and Cambodia are long-standing partners, noting that this relationship has been continuously strengthened and expanded. The Ambassador also expressed his commitment to working closely with the Royal Government of Cambodia to further strengthen and expand bilateral relations and co-operation.
In response, Samdech Borvor Thipadei extended a warm welcome and congratulations to His Excellency Olivier RICHARD on his appointment as the new French Ambassador to Cambodia. He expressed confidence that the Ambassador’s diplomatic mission will serve as a driving force in further strengthening and advancing the bonds of friendship and co-operation across government-to-government, people-to-people, and private sector-to-private sector frameworks. He also added that the progress in Cambodia-France relations creates opportunities for co-operation in many potential sectors and opens new avenues for both countries.
Samdech Borvor Thipadei and the Ambassador discussed and agreed to continue strengthening and expanding co-operation between the two countries in key areas, including the economy, trade and investment, education, health, energy, culture, and the environment.
Regarding the Cambodia-Thailand border situation, Samdech Borvor Thipadei expressed his gratitude to French President Emmanuel Macron for his support for the ceasefire and briefed the Ambassador on the latest developments at the border. He reiterated Cambodia’s position on resolving border issues with Thailand peacefully, based on international law and existing bilateral agreements, conventions, and treaties.
The Ambassador informed Samdech Borvor Thipadei that he had personally visited the border area, had been monitoring developments closely, and was regularly reporting on the situation to the French leadership.
