Q1: How does Cambodia respond to Thailand’s claim that its actions along the border are consistent with the GBC Joint Statement of December 27, 2025?
A: Cambodia rejects this claim, stating that Thailand is misinterpreting the content and original purpose of the GBC Joint Statement of December 27, 2025. This Joint Statement does not authorize any party to construct military infrastructure, install barbed wire and shipping containers, or undertake unilateral actions to consolidate the occupation of another country’s territory, as Thailand has been doing. On the contrary, the Joint Statement affirms the necessity of expediting border surveys conducted by the Joint Boundary Commission (JBC), with priority accorded to affected areas where civilians reside. Therefore, Thailand’s claim that these actions are consistent with the GBC Joint Statement is a complete misinterpretation of the original content, which Cambodia finds unacceptable.
Q2: How does Cambodia view Thailand’s call for both parties to resort to bilateral mechanisms in resolving border issues?
A: Cambodia welcomes this call; however, in practice, Thailand’s call for the use of bilateral mechanisms does not align with its actions, as Thailand continues to delay and obstruct the JBC process while pursuing unilateral actions along the border. The Cambodian JBC has already submitted 9 official diplomatic notes since the second ceasefire came into effect, proposing the convening of a special JBC meeting and the deployment of technical teams to conduct ground surveys as previously done. However, the Thai side has refused to do so.
Therefore, Cambodia considers that respect for bilateral mechanisms can only be meaningful if they are sincerely implemented in practice, consistent with stated commitments and in accordance with the agreements mutually reached by both parties.
Q3: What measures has Cambodia called on Thailand to implement in order to restore trust and advance the resolution of border issues?
A: Cambodia calls on Thailand to respect both the content and the spirit of the GBC Joint Statement of December 27, 2025, by ceasing all unilateral actions that could alter the actual situation along the border, and by deploying technical teams within the JBC mechanism to resume survey, demarcation, and boundary marker emplacement without further delay. Cambodia believes that respect for existing agreements and active participation in the JBC mechanism are the most effective means of restoring trust, reducing tensions, and peacefully resolving border issues in accordance with international law.
