A: The Royal Government of Cambodia has firmly protested the actions undertaken by the Thai army which, between July 5 and 7, 2026, excavated the ground to construct an earthen embankments and laid barbed wire running from north to south of Boundary Pillar No. 14 in Sangkat O Smach, Samrong City, Oddar Meanchey Province. Later, on July 9, 2026, the Thai army encroached upon Cambodian territory to lay barbed wire in the area of Boundary Pillar No. 22, located in Thmor Daun village, Kork Morn commune, Banteay Ampil district, Oddar Meanchey Province. Cambodia considers these acts to be serious violations of its sovereignty and territorial integrity, and has lodged a strong and official protest, clearly stating that Cambodia absolutely does not recognize any unilateral actions affecting its international border line.

A: These actions by the Thai army constitute a clear violation of the sovereignty and territorial integrity of the Kingdom of Cambodia, as defined by the 1:200,000 scale maps produced by the Indo-China and Siam Boundary Commission, in accordance with the Franco-Siamese Convention of 1904 and the Treaty of 1907. At the same time, these actions also violate Article 5 of the 2000 Memorandum of Understanding concerning land border survey and demarcation, and contradict Points 2 and 6 of item I (De-escalation Measures) of the Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC) of December 27, 2025, which require both parties to avoid any actions that could cause or escalate tensions along the border.

A: Cambodia proposes that Thailand immediately cease all violations, withdraw from unilateral actions that escalate tensions, and respect the border line as defined by existing legal documents and agreements. At the same time, Cambodia calls on Thailand to respect the 2000 Memorandum of Understanding and the Joint Statement of the 3rd Special Meeting of the GBC, and to return to resolving issues through bilateral mechanisms and international law, in order to restore peace, stability, and good neighborly relations between the two countries—particularly by allowing displaced civilians to return to their homes safely, without hindrance and with dignity.
