Press Briefing Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand
Keynote Address by H.E. LTG. Maly Socheata, Ministry of National Defense Spokesperson:
1. Since the ceasefire between Cambodia and Thailand came into effect at midnight on July 28, 2025, the situation along the border has remained calm and stable. This positive development reflects not only the shared desire of both nations to peace, but also the broader aspiration of the international community for lasting stability, security, and sustainable development.
2. Cambodia reaffirms its steadfast commitment to the full and effective implementation of the ceasefire agreement. Cambodia strongly urges the prompt establishment of the observation mechanism, which will be coordinated by Malaysia in its capacity as Chair of ASEAN, with the active participation of other ASEAN member states and relevant partner countries. This mechanism will play a vital role in assisting both Cambodia and Thailand in monitoring, reporting on, and ensuring the continued and successful implementation of the ceasefire.
3. Cambodia welcomes Thailand’s proposal to convene a meeting of the General Border Committee (GBC) in Kuala Lumpur, and expresses its sincere gratitude to Malaysia for its generous facilitation and for hosting this important gathering.
4. In recognition of their vital roles in facilitating the ceasefire agreement between Cambodia and Thailand on July 28, Cambodia has proposed that Malaysia, the United States of America, and the People’s Republic of China attend the GBC Extraordinary Session as observers.
5. Cambodia remains confident that this meeting will be constructive and will yield meaningful and positive outcomes.
6. With regard to the 20 Cambodian soldiers currently in Thai custody since July 29, 2025, the Thai military has confirmed that they remain safe. The Royal Government of Cambodia is actively engaging in negotiations to secure their release, and reiterates its firm call for their immediate and unconditional release in accordance with the international humanitarian law. Cambodia has also formally requested that Malaysia, in its capacity as Chair of ASEAN, intervene and encourage Thailand to expedite the repatriation of the Cambodia military personnel.
7. The Ministry of National Defense and the Royal Cambodian Armed Forces reaffirm their unwavering commitment to ensuring that no member of the Cambodia’s forces is ever left behind-under any circumstances.
