Q1: What mechanisms is the Royal Government of Cambodia pursuing to resolve maritime boundary issues with Thailand?

A: The Royal Government of Cambodia has consistently pursued diplomatic channels and international legal mechanisms to seek a peaceful resolution to maritime boundary issues with Thailand. In particular, the second meeting of the Conciliation Commission established under the United Nations Convention on the Law of the Sea (UNCLOS), involving Cambodia and Thailand, was held in mid-October 2026 in The Hague, the Netherlands. During the meeting, both parties agreed on confidence-building measures to strengthen mutual trust and facilitate efforts to find an appropriate and amicable solution in accordance with international law. As a next step, the Conciliation Commission will hold its third meeting with both parties in Kuala Lumpur, Malaysia, in late November 2026.

Q2: What measures has the Royal Government of Cambodia undertaken to ensure the implementation of existing agreements and advance the surveying and demarcation of the land boundary with Thailand?

A: Cambodia has strictly and faithfully upheld and implemented the ceasefire, as well as the spirit and full substance of the Joint Statement of December 27, 2025. In particular, Point 3 of the Joint Statement assigns the Joint Boundary Commission (JBC) the responsibility of urgently conducting surveys and demarcating the boundary between the two countries in accordance with existing agreements. In keeping with the spirit of this agreement, Cambodia has sent 12 diplomatic notes to the Thai side requesting the convening of a JBC meeting since the second ceasefire took effect. However, the Thai side has yet to act on these requests. This delay has had serious humanitarian consequences, with more than 20,000 displaced Cambodians still unable to return to their homes safely and with dignity.

Q3: What is Cambodia’s position and commitment regarding the protection of its sovereignty and territorial integrity along the Cambodia-Thailand border?

A: Cambodia remains firmly committed to resolving border issues peacefully through diplomacy, dialogue, and the implementation of existing agreements in accordance with international law. Cambodia strictly respects the established international boundary between Cambodia and Thailand and categorically rejects any alteration of the boundary resulting from the use of force. Cambodia’s primary objectives are to achieve lasting peace, maintain stability along the border, and create the conditions necessary for people to return to their homes safely and with dignity.
