Q1: How does Cambodia view Thailand’s claim that its actions in the border area are security measures and do not affect border demarcation?
A: Cambodia acknowledges that maintaining security along the border is necessary, but any measures taken in disputed areas must respect the agreements and mechanisms mutually agreed upon by both parties. The unilateral construction of roads or military infrastructure should not be used as a pretext and claimed to be “ordinary security measures without considering the impact on the actual situation along the border”. Cambodia believes that actions in the border area should be examined and verified through bilateral mechanisms, particularly the Joint Boundary Commission (JBC), to avoid misunderstandings and the escalation of tensions.
Q2: Thailand frequently speaks of resolving issues through bilateral mechanisms, but why has the JBC process not yet been able to proceed?
A: Cambodia has always supported the verification of facts and the resolution of issues through bilateral mechanisms, but these mechanisms require participation and willingness from both parties. If Thailand genuinely wishes for border issues to be examined through the JBC, Cambodia believes that the Thai side must agree to convene meetings and jointly examine information, evidence, and the actual situation, without further delays as Thailand is currently doing. To date, the Cambodian JBC has sent 10 diplomatic notes to the Thai side proposing the convening of a special meeting and the deployment of Joint Survey Teams to carry out work on the ground, but the Thai side has continuously made excuses. Cambodia remains welcoming and always ready to use bilateral mechanisms and existing mechanisms for the peaceful resolution of issues.
Q3: Can Cambodia’s issuance of statements concerning border issues be considered a competition in issuing statements, as claimed by Thailand?
A: The issuance of statements or protests is not a competition, but rather a responsibility to defend sovereignty and territorial integrity, while public clarifications serve to present Cambodia’s position and to provide updates on the situation so that the public and the international community are informed of the actual situation. Cambodia continues to prioritize fact verification and resolution through bilateral mechanisms and existing agreements, rather than escalating tensions through information warfare.
