Cambodia raises alarm over humanitarian impact of border conflict and cluster munition use

Cambodia has highlighted its significant achievements in humanitarian mine action while expressing deep concern over the humanitarian consequences of recent border conflict and the reported use of cluster munitions.

The concerns were raised by Yaung Chansophea, Chargé d’Affaires a.i. of the Permanent Mission of Cambodia to the United Nations, during a meeting of the UN Peacebuilding Commission on “Mine Action as an Enabler of Peacebuilding, Transitional Justice, Reconciliation and Recovery: Lessons from Cambodia and Colombia” at the UN Headquarters in New York on Wednesday.

Chansophea emphasised that Cambodia’s experience as a post-conflict nation has demonstrated that mine action is not only a humanitarian and security imperative but also a fundamental investment in peacebuilding, reconciliation and sustainable development.

“As a post-conflict country once heavily affected by landmines, Cambodia regards mine action not only as a humanitarian and security issue but also as an investment in building and sustaining peace,” he said.

Chansophea highlighted Cambodia’s progress in clearing land contaminated by mines and explosive remnants of war, noting that the country has released 3,598 square kilometres of contaminated land, including 2,586 square kilometresaffected by anti-personnel landmines.

He also underscored Cambodia’s contribution to global peacekeeping, noting that since 2006 the country has deployed around 10,000 United Nations peacekeepers, including demining specialists, to missions worldwide.

Cambodia further strengthened international cooperation by successfully hosting the Siem Reap-Angkor Summit on a Mine-Free World, which advanced global efforts towards a world free of landmines.

Cambodia reaffirmed its commitment to achieving a mine-free nation by 2030 through the implementation of its National Mine Action Policy 2026–2035, which focuses on accelerating clearance operations, strengthening victim assistance, expanding mine-risk education and supporting sustainable development.

Despite the progress, Chansophea expressed deep concern over the humanitarian consequences of recent border conflicts and the reported use of cluster munitions by the opposing side.

He stressed that such developments could have long-term humanitarian consequences and place additional pressure on Cambodia’s mine action efforts, particularly in the areas of survey, clearance and assistance to victims.
