Cambodia’s King Norodom Sihamoni has issued a royal decree granting a full pardon to former opposition leader Kem Sokha, according to an official royal proclamation dated May 25, 2026.

The decree states that the pardon is made under the authority of the Constitution and relevant royal decrees governing the justice system, prison law, and provisions on sentence reduction and pardons.

Kem Sokha, former president of the now-dissolved Cambodia National Rescue Party (CNRP), had been convicted and sentenced to 27 years in prison by a final appellate court ruling in April 2026.

The royal order specifies that the pardon applies to the prison sentence itself, while excluding additional penalties.

It also instructs Prime Minister Hun Manet to oversee the implementation of the royal decision, which takes effect immediately upon the King’s signature.

The decree was issued “in the name of the King and by royal command,” and countersigned by acting head of state Hun Sen.
