ថ្ងៃនេះ អ្នកនាំពាក្យរាជរដ្ឋាភិបាលសូមជម្រាបជូនបងប្អូនជនរួមជាតិជ្រាបអំពីការតវ៉ាថ្មីៗទៀតរបស់កម្ពុជា ប្រឆាំងនឹងសកម្មភាពរបស់ភាគីថៃ នៅក្នុងទីតាំងដែលខ្លួនដណ្តើមកាន់កាប់ដោយកម្លាំងយោធាក្នុងដែនអធិបតេយ្យរបស់កម្ពុជា។
ទី១៖ ក្រសួងការបរទេសនិងសហប្រតិបត្តិការអន្តរជាតិ នៅថ្ងៃទី៣ ខែកុម្ភៈ ឆ្នាំ២០២៦ បានតវ៉ាយ៉ាងខ្លាំងនិងជាផ្លូវការប្រឆាំងនឹងទស្សនកិច្ចត្រួតពិនិត្យទីតាំងដោយគ្មានការអនុញ្ញាត របស់អនុព័ន្ធយោធាបរទេសមួយក្រុម និងមន្ត្រីអនុវត្តច្បាប់ ដែលដឹកនាំដោយប្រធានចារកម្មកងទ័ពថៃ នៅសណ្ឋាគារពីរកន្លែងស្ថិតនៅក្នុងស្រុកអូរស្មាច់ ខេត្តឧត្តរមានជ័យ នៃប្រទេសកម្ពុជា កាលពីថ្ងៃទី២ ខែកុម្ភៈ ឆ្នាំ២០២៦។
ទស្សនកិច្ចពិនិត្យទីតាំងនេះត្រូវបានធ្វើឡើងដោយគ្មានការយល់ព្រមពីរាជរដ្ឋាភិបាលកម្ពុជា ដែលជាការរំលោភលើអធិបតេយ្យ និងបូរណភាពទឹកដីរបស់កម្ពុជា។ សូមបញ្ជាក់ថា សណ្ឋាគារ និងទីតាំងដែលត្រូវបានធ្វើទស្សនកិច្ចត្រួតពិនិត្យនោះ ស្ថិតនៅចម្ងាយ ៣៩៧ ម៉ែត្រពីច្រកអន្តរជាតិអូរស្មាច់ ដែលស្ថិតនៅក្បែរបង្គោលព្រំដែនលេខ១៥។ តំបន់នេះត្រូវបានគ្រប់គ្រងដោយប្រើកម្លាំង និងកាន់កាប់ដោយកងកម្លាំងប្រដាប់អាវុធថៃ ក្នុងអំឡុងពេលនៃការវាយលុករបស់ពួកគេមកលើកម្ពុជា ចន្លោះពីថ្ងៃទី៧-២៧ ខែធ្នូ ឆ្នាំ២០២៥។
កម្ពុជាបដិសេធ និងជំទាស់យ៉ាងដាច់អហង្ការចំពោះប្រតិបត្តិការ ដែលធ្វើឡើងដោយកងកម្លាំងយោធាថៃ រួមទាំងការអនុវត្តអធិបតេយ្យរបស់ថៃដោយខុសច្បាប់ តាមរយៈការរៀបចំទស្សនកិច្ចដូចដែលបានរៀបរាប់ខាងលើ ដែលជាការរំលោភលើធម្មនុញ្ញអង្គការសហប្រជាជាតិ និងធម្មនុញ្ញអាស៊ាន និងជាការប៉ុនប៉ងធ្វើឱ្យស្របច្បាប់នូវការកាន់កាប់របស់ខ្លួនលើទឹកដីអធិបតេយ្យរបស់កម្ពុជា។
ទន្ទឹមនឹងការបដិសេធយ៉ាងដាច់ខាតចំពោះសកម្មភាពរបស់ប្រទេសថៃ រាជរដ្ឋាភិបាលកម្ពុជា បញ្ជាក់សារជាថ្មីនូវការប្តេជ្ញាចិត្តដ៏ខ្ជាប់ខ្ជួន និងឥតងាករេរបស់ខ្លួនក្នុងការស្វែងរកដំណោះស្រាយចំពោះជម្លោះព្រំដែនទាំងអស់ជាមួយប្រទេសថៃ ក៏ដូចជាជាមួយប្រទេសជិតខាងទាំងអស់របស់ខ្លួន តាមរយៈមធ្យោបាយសន្តិភាព ស្របតាមច្បាប់អន្តរជាតិ ហើយកម្ពុជានៅតែប្តេជ្ញាចិត្តក្នុងការរក្សាជំហរជាគោលការណ៍របស់ខ្លួនថា ព្រំដែនមិនត្រូវផ្លាស់ប្តូរដោយកម្លាំងឡើយ។
ទី២៖ ក្រសួងវប្បធម៌និងវិចិត្រសិល្បៈនៅថ្ងៃទី៣ ខែកុម្ភៈ ឆ្នាំ២០២៦ ដែរ ក៏បានចេញសេចក្តីប្រកាសព័ត៌មានតវ៉ាយ៉ាងដាច់អហង្ការទៅកាន់ក្រសួងវប្បធម៌ថៃ ពាក់ព័ន្ធនឹងសកម្មភាពនានាដែលអាជ្ញាធរថៃបានអនុវត្តនៅតាមតំបន់ប្រាសាទតាមាន់ និងប្រាសាទតាក្របី។ ក្រសួងវប្បធម៌និងវិចិត្រសិល្បៈ បានបញ្ជាក់ប្រាប់ភាគីថៃឡើងវិញថា ទីតាំងប្រាសាទទាំងពីរ ស្ថិតនៅក្នុងដែនអធិបតេយ្យភាពរបស់កម្ពុជាទាំងស្រុង ដូចដែលបានកំណត់យ៉ាងច្បាស់ដោយសន្ធិសញ្ញា បារាំង-សៀម ឆ្នាំ១៩០៤ និងឆ្នាំ១៩០៧ ព្រមទាំងផែនទីដែលត្រូវបានទទួលស្គាល់ជាផ្លូវការ និងនៅតែមានសុពលភាពស្របតាមច្បាប់អន្តរជាតិ។
ក្រសួងវប្បធម៌និងវិចិត្រសិល្បៈ បានសម្តែងការព្រួយបារម្ភយ៉ាងខ្លាំង ចំពោះរបាយការណ៍នៃការខូចខាតធ្ងន់ធ្ងរ និងការបំផ្លិចបំផ្លាញស្ទើរតែទាំងស្រុងនៃប្រាសាទតាក្របីដែលជាទីកន្លែងសក្ការៈ ដែលមានតម្លៃខាងវប្បធម៌ដ៏សំខាន់ ជាដួងព្រលឹងរបស់ប្រជាជនខ្មែរ និងជាបេតិកភណ្ឌប្រវត្តិសាស្ត្រដែលត្រូវបានថែរក្សាអស់រយៈពេលរាប់សតវត្សរ៍មកហើយ។
ដូច្នេះ កម្ពុជាមិនអាចទទួលយកបានឡើយនូវការប្រើប្រាស់កម្លាំងណាមួយប្រឆាំងទៅនឹងតំបន់វប្បធម៌ និងបុរាណវិទ្យា សកម្មភាពស្តារឡើងវិញ អភិរក្ស ចុះបញ្ជី ឬការសាងសង់ណាមួយដែលអនុវត្តដោយឯកតោភាគី ដោយគ្មានការយល់ព្រមពីភាគីកម្ពុជា ឬសកម្មភាពណាមួយដែលប៉ះពាល់ ឬបំផ្លាញស្ថានភាពផ្លូវច្បាប់ ប្រវត្តិសាស្ត្រ និងវប្បធម៌នៃតំបន់ទាំងនេះ។ ក្រសួងក៏បានអំពាវនាវឱ្យភាគីថៃបញ្ឈប់ជាបន្ទាន់នូវសកម្មភាពទាំងអស់នៅតំបន់ប្រាសាទតាមាន់ និងប្រាសាទតាក្របី ហើយត្រូវគោរពអធិបតេយ្យភាពរបស់កម្ពុជា និងដោះស្រាយបញ្ហាពាក់ព័ន្ធទាំងអស់ដោយសន្តិវិធី និងស្របតាមច្បាប់អន្តរជាតិ។ ក្រសួងវប្បធម៌និងវិចិត្រសិល្បៈ បន្តការប្តេជ្ញាចិត្តក្នុងការការពារ និងថែរក្សាបេតិកភណ្ឌវប្បធម៌របស់កម្ពុជា ព្រមទាំងកិច្ចសហប្រតិបត្តិការដោយផ្អែកលើការគោរពគ្នាទៅវិញទៅមក ភាពស្របច្បាប់ និងគោលការណ៍ដែលត្រូវបានគាំទ្រដោយអង្គការអន្តរជាតិ។
អ្នកនាំពាក្យរាជរដ្ឋាភិបាលសូមបញ្ជាក់ជូនថា រាជរដ្ឋាភិបាលកម្ពុជាមិននៅស្ងៀមឡើយចំពោះមុខសកម្មភាពរំលោភបំពានមកលើដែនអធិបតេយ្យភាពរបស់កម្ពុជា និងកំពុងជំរុញឱ្យមានដំណោះស្រាយបញ្ហាព្រំដែនជាមួយភាគីថៃដោយសន្តិវិធីតាមស្មារតីនៃសេចក្តីប្រកាសរួមចុះថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ ត្រង់ចំណុចទី៣ ដែលភាគីទាំងពីរឯកភាពគ្នាប្រគល់តួនាទីឱ្យគណៈកម្មការចំរុះព្រំដែនបន្តអនុវត្តការងារវាស់វែង និងខ័ណ្ឌសីមាព្រំដែនឱ្យបានឆាប់រហ័សបំផុត ស្របតាមកិច្ចព្រមព្រៀងដែលមានស្រាប់រវាងប្រទេសទាំងពីរ ដើម្បីសម្រេចបាននូវសន្តិភាពយូរអង្វែងតាមបណ្តោយព្រំដែន៕

Samdech, Royal Highness, Excellencies, Ladies and Gentlemen, Good morning!
The Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia has lodged a formal strongest protest, on 3 February 2026, against Thailand regarding the unauthorized field visit by a group of foreign military attachés and law enforcement officials, led by Chief Intelligence of Thai Army at two hotels located in O Smach District, Oddar Meanchey Province of Cambodia on 2 February 2026.
The field visit was conducted without the consent of the Royal Government of Cambodia, which constitutes a violation of Cambodia’s sovereignty and territorial integrity. The hotels and grounds where the visit took place are situated 397 meters from the international checkpoint of O Smach which stands next to the border pillar No 15. The area has been taken control by force and occupied by Thailand’s armed forces, during their offensive between 7-27 December 2025.
Cambodia categorically rejects and objects to the operations carried out by Thai military forces, including the illegitimate exercise of Thai sovereignty through organizing above-mentioned trip, which violate the United Nations Charter and the ASEAN Charter and amounts to attempt to legitimize its occupation of Cambodian sovereign territory.
While firmly rejecting Thailand’s actions, the Royal Government of Cambodia reaffirms its consistent and unwavering commitment to seeking a resolution to all boundary disputes with Thailand, as with all its neighbours, through peaceful means in accordance with international law, while remaining resolute in upholding its principled position that borders must not be changed by force.
The same day, The Ministry of Culture and Fine Arts of the Kingdom of Cambodia has formally conveyed a strong protest to the Ministry of Culture of the Kingdom of Thailand regarding all activities undertaken by Thai authorities at the Tamone Temple Complex and Ta Krabei Temple.
The Ministry reaffirms that both temple sites are located entirely within the sovereign territory of Cambodia, as clearly established by the Franco-Siamese Treaties of 1904 and 1907 and their officially recognized maps, which remain valid under international law.
The Ministry expresses grave concern over reports of serious damage and near-total destruction of Ta Krabei Temple, a sacred and historic site that has been preserved for centuries and holds deep cultural and spiritual significance for the Khmer people.
Cambodia can’t accept any use of force against cultural and archaeological sites, any unilateral restoration, conservation, registration, or construction activities conducted without Cambodia’s consent or any actions that undermine the legal, historical, and cultural status of these sites.
The Ministry has called upon the Thai side to immediately cease all activities at the Tamone and Ta Krabei temple sites, to respect Cambodia’s sovereignty, and to resolve all related issues peacefully and in accordance with international law. The Ministry of Culture and Fine Arts remains committed to the protection of Cambodia’s cultural heritage and to cooperation based on mutual respect, legality, and the principles upheld by international organizations.
These protests constitute an evidence that the Royal Government of Cambodia will not remain silent in the face of violations of Cambodia’s sovereignty, and is pushing for a peaceful resolution of the border issue with Thailand in the spirit of the joint declaration dated December 27, 2025, point 3 stated that both sides agree to refer to the Joint Boundary Commission to resume, at the earliest, the survey and demarcation works, in accordance with existing agreements between the two countries to achieve lasting peace along the border.
