នៅថ្ងៃព្រហស្បតិ៍ ទី១៣ ខែវិច្ឆិកា ឆ្នាំ២០២៥ នៅវេលាម៉ោង ១២:១២នាទីថ្ងៃត្រង់នេះ ក្រុមការងារសម្របសម្រួលអ្នកសង្កេតការណ៍របស់ក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) អញ្ជើញមកដល់មណ្ឌលជនភៀសសឹករបស់អ្នកភូមិព្រៃចាន់ ដែលបានភៀសខ្លួនមករកកន្លែងជម្រកសុវត្ថិភាព នៅក្នុងវត្តចាន់ស៊ីសាមគ្គីរតនារាម ស្ថិតនៅភូមិកូបកើត ឃុំកូប ស្រុកអូរជ្រៅ ខេត្តបន្ទាយមានជ័យ ដើម្បីសាកសួរសុខទុក្ខ និងពិនិត្យស្ថានភាពជាក់ស្តែង ការស្នាក់នៅរបស់ប្រជាពលរដ្ឋភៀសសឹក បន្ទាប់ពីហេតុការណ៍យោធាថៃបើកការបាញ់ប្រហារមកលើប្រជាពលរដ្ឋស៊ីវិលស្លូតត្រង់កម្ពុជាដោយគ្មានមូលហេតុកាលពីម្សិលមិញ។
សូមជម្រាបផងដែរថា នៅព្រឹកមិញនេះក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ក៏បានចុះទៅដល់មន្ទីរពេទ្យកម្ពុជា-ជប៉ុនមង្គលបុរី ខេត្តបន្ទាយមានជ័យ ដើម្បីពិនិត្យប្រជាជនស៊ីវិលកម្ពុជាដែលត្រូវបានរងរបួសដោយសារការបាញ់ប្រហាររបស់យោធាថៃ និងបានចុះទៅពិនិត្យ សង្កេតការណ៍ ផ្ទៀងផ្ទាត់ នៅទីតាំងកើតហេតុដោយផ្ទាល់ ដើម្បីធ្វើការរាយការណ៍ អំពីហេតុការណ៍ដែលយោធាថៃបានបើកការបាញ់ប្រហារមកលើប្រជាពលរដ្ឋខ្មែរស្លូតត្រង់ដោយគ្មានមូលហេតុ នៅក្នុងភូមិព្រៃចាន់ ឃុំអូរបីជាន់ ស្រុកអូរជ្រៅ ខេត្តបន្ទាយមានជ័យ ដែលបណ្តាលឱ្យប្រជាពលរដ្ឋស៊ីវិលកម្ពុជារងរបួសធ្ងន់ ស្រាលចំនួន ០៣រូប និងបាត់បង់ជីវិតនៅនឹងកន្លែងចំនួន ០១រូប។

Press Release by the Spokeswoman of the Ministry of National Defence I AOT Arrives at Wat Chansy Samaki Ratanaram, Center for Displaced Civilians from Prey Chan Village in Banteay Meanchey
On November 13, 2025, at 12:12 PM, the ASEAN Observer Team (AOT), with the facilitation of the Coordinating Task Force for the Observer Team of the Ministry of National Defence of Cambodia, arrived at Wat Chansy Samaki Ratanaram located at East Kob Village, Kob commune, O’ Chrov district, Banteay Meanchey province— the Center for Displaced Civilians, where Prey Chan villagers took refuge for safety. The team inspected the actual situation of the displaced civilians and observed the situation on the ground after the Thai forces’ unprovoked use of violence against the innocent Cambodian civilians yesterday.
It should be noted that this morning, the AOT also examined the Cambodian civilians who were injured by the Thai forces’ unprovoked use of violence at the Cambodia-Japan-Mongkol Borey Hospital in Banteay Meanchey province. The team also inspected the site where the attack took place to observe, verify and report on the situation on site where the Thai forces’ unprovoked use of violence against the innocent Cambodian civilians, resulting in 3 people injured and 1 person immediately died on site, in Prey Chan village, O’ Bei Chan commune, O’ Chrov district, Banteay Meanchey province.
