(1) The remaining institutions encouraged to join the NSW system to strengthen the capacity to provide public services

In the video that has just been shown, we have 16 participating ministries and institutions. The remaining half of this number are not yet (participating). So, what can be done to encourage His Excellency, Lok Chumteav, who are the chiefs of the ministries/institutions, to speed up this work. For this term, we are focusing our approach on strengthening (our works) rather than expanding (them). We are strengthening the capacity to provide public services and, therefore, the ability to enhance competitiveness. We should not do it piece by piece. We need to interlink. I support the design of digital technology in an ecological manner. Now, everyone has access to certain technology, and in the past, ministries and institutions have taken their initiatives and liberty to develop own data management systems. Those systems, however, are ultimately unsustainable and instead of allowing interlinkages, they have become complicated. Therefore, I support the effort to continue to organize an ecosystem that allows interlinkages.

(2) Each institution must strengthen its capacity to provide services to the people

The private sector plays an important role in boosting the national economy. Not only the private sector, civil society organizations, but also ordinary citizens (have played the same role). We need flexible growth. We live in a market economy. Of course, a market economy does not mean that the government is completely absent. The government does not interfere in market competition, but provides support. As I often cite as example about boxing. There must be certain rules and respects in martial arts, such as use of weapons or pushing out of the ring are not allowed. Therefore, the Royal Government must ensure its own competitiveness, where each institution must strengthen the capacity to create (conditions) to provide services to the people. The private sector can only compete if there are conditions for the services provided by the state.

(3) Whole administration service system for the provision of legal documents

That the service system to deliver legal standard letters is congested, time consuming, high cost, we will find it difficult to compete with other countries. Separate optimization arrangements are not necessarily good. It may be good for small format, but when interlinking them would cause problems. If data cannot be combined, inevitably we will have to resort to using paper all the same. We fill out the form online but once the data arrives, the form does not correspond with the standard data form, we will then have to fill in on paper. That is why there is a need to embark on interlinkage. It requires that the entire administration or whole government is doing it. It is not that the ministries and institutions stay separately on their owns but must work together. We need to recognize that our country has to compete in all areas, especially in economic competition. Thus, in order for our country’s private sector to compete in trade, an effective administration is needed.

(4) The National Single Window (NSW) system uses digital technology to organize structure, improves work efficiency, reduces complex procedures, increases efficiency

(5) The NSW system needs regular technology updates and modernization

Electronic connectivity does not always solve problems in sustainable way. We need to be flexible. Even computers need to be ungraded. Mobile technology also changes from year to year. It is not staying idle. They are always looking for new solutions […] the fact that we are creating and upgrading technology is, firstly, to stay attached, and secondly, to follow up, monitor, modernize, and especially increase efficiency in the future. Thus, monitoring helps facilitate the implementation process for success.

(6) May the private sector think, do, and take responsibility in using the NSW system and give suggestions for improvementWe have set up this approach in the public-private partnership to help think, act/do, and to take responsibility. It is not just to help think and making suggestions to the government but also once it is in operation, please join together using the system. NSW system would not function if you do not use it. We may have developed a good system, however, if no body uses it, the work is not (successful). It is not different from a product, no matter how well it is made/produced, without customers, it will not (sell). Once we are using this NSW system, with interlinkages, we will be able to seek possible efficiencies and participatory feedback. This work has largely played a role in the state’s solution with the private sector, in which we have formed a government-private sector working group, to discuss and seek solutions for several terms so far. We will continue to do so./.
