Q1: What is Cambodia’s stance on the recent actions of Thai armed forces that have continued to occur in several border areas in Oddar Meanchey and Banteay Meanchey provinces?
A: Cambodia regards these actions as continued violations of its sovereignty and territorial integrity. These include the demolition of civilian houses, the destruction of civilian structures, the use of heavy machinery, the construction of trenches, and the preparations for the construction of permanent and fortified military structures in areas that Cambodia considers illegally occupied by Thai forces. At the same time, Cambodia demands that Thailand cease all illegal activities and respect its commitments to de-escalate the situation, promote mutual confidence-building, and facilitate the peaceful resolution of the dispute.
Q2: Is it permissible for the Thai side to enter and carry out inspections or other activities in Cambodian territory without authorization?
A: The fact that Mr. Prapas Sornchaidee led the ASEAN Observer Team from Thailand (AOT-TH) to inspect several buildings southeast of the Royal O Smach Hotel and Resort in Sangkat O Smach , Oddar Meanchey province, without authorization from Cambodia, is considered equivalent to Thailand exercising administrative authority over Cambodian territory—an illegal act. Cambodia utterly rejects the use of crime suppression as a pretext to violate Cambodia’s territory.
Q3: Do the actions described above violate the agreements between Cambodia and Thailand?
A: These actions violate the 2000 Memorandum of Understanding concerning land border survey and demarcation, as well as the Joint Statement of the 3rd Special Meeting of the GBC of December 27, 2025, by which both parties agreed to entrust the JBC with the resumption of survey and demarcation work in accordance with existing agreements. Therefore, the Thai side must cease its violations of the agreements it has signed.
